Job Purpose

To provide strategic leadership for the provision of adequate human resource management and administration functions in the Authority.

  • Develop and ensure effective implementation of Human Resource Management and Administration Policies and strategies for the Authority.
  • Oversee regular manpower planning to enable URBRA achieve its strategic objectives.
  • Provide advisory services on Human Resource and administration issues in line with existing laws and regulations.
  • Develop and implement the recruitment plan of the Authority.
  • Develop and ensure implementation of an effective staff motivation and retention strategy.
  • Develop and ensure implementation of human resource capacity development strategy.
  • Ensure effective management of the Human Resource information system.
  • Oversee the development and implementation of an effective and secure records management system.
  • Prepare and implement the Directorate workplan and Budget.
  • Develop and monitor the implementation of Asset and Facilities management policies and procedures.
  • Develop and implement the Authority's rewards and sanctions policy.
  • Supervise staff in Human Resource Directorate.
  • Develop, implement and maintain a remuneration strategy for the Authority to ensure that the Authority is able to attract and retain competent employees.
  • Develop and implement an effective talent management strategy and succession plan.
  • Contribute to the development of the Authority's strategy.
  • Encourage and maintain sound employee relations by negotiations and consultation with employee representatives.

  • An Honours Bachelor's degree in Human Resource Management, Business Administration, Industrial/Organizational Psychology, Social Sciences, Social Work and Social Administration from a recognized University.
  • Master's Degree in any of the above fields from a recognized University.
  • Registered member of Human Resource Managers Association of Uganda or any other relevant Human Resource Professional body.
  • Professional qualification in any of the above fields.
