Program Background
The Agrifood System Transformation for Youth Employment (ASTYE) Uganda program
ASTYE is a 5-year transformative initiative designed to enable dignified and fulfilling work opportunities primarily for financially disadvantaged young women, refugees, and vulnerable groups by addressing structural barriers in Uganda's Agrifood system. Aligned with Uganda’s Vision 2040, the National Development Plan and Government of Uganda Agriculture Value Chain Development Strategy, the program will contribute to national efforts toward poverty alleviation, economic growth, as well food and nutrition security. Additionally, ASTYE is part of the Mastercard Foundation’s Young Africa Works strategy in Uganda, which aims to empower 4.3 million young Ugandans, particularly young women, by addressing structural barriers to employment and providing them with the skills and resources to succeed.
Specifically, GOAL will implement component one to reach 500,000 financially disadvantaged young people, with 400,000 transiting into work and 320,000 securing dignified and fulfilling work. As the program is young women-centric, 80% of the total outreach target will be young women within Uganda's agrifood ecosystem. Furthermore, 3% of the total youth in work target will be refugees, and another 3% will be people with disabilities.
General Description of the Role
Under the supervision of the Human Resources Manager, the Human Resource Officer is responsible for providing support to all Human Resources functions for the ASTYE Programme which covers recruitment, orientation, staff Insurance, leave management, professional development, performance and exit management.
The key responsibilities of the role will be:
Recruitment and Onboarding:
- Support recruitment in line with GOAL’s recruitment and selection procedures.
- Prepare longlists for assigned positions based on person specifications and present them to hiring managers for shortlisting.
- Upload all recruitment documentation to SharePoint.
- Ensure background checks are completed in line with SOPs.
- Draft job offer notifications and submit them for approval following interview reports.
- Prepare staff contracts upon successful completion of background checks.
- Coordinate onboarding by preparing induction schedules, personnel forms, and IT setup requests for new staff
Leave Management, Reporting and Information Management
- Ensure all ASTYE staff timesheets are submitted by the 5th of each month, reviewed, and signed off.
- Monitor team leave plans and adherence.
- Manage staff leave through Kefron and generate monthly reports for management.
- Ensure annual employee information updates and maintain accurate staff files.
- Prepare and submit monthly HR metrics reports.
- Act as focal point for HR audits and compliance checks.
Staff Development & Training
- Coordinate staff trainings in line with the Learning and Development Plan; monitor and track participation.
- Organize mandatory compliance trainings.
- Promote use of the E-learning platform and identify relevant courses for staff.
- Support identification and analysis of staff development and career support needs.
- Act as the country LINGOS champion.
- Stay updated on new courses and changes on the learning platform and share recommendations with line managers.
- Deliver training for new staff on organizational integrity and wrongdoing policies, including Conflict of Interest, Code of Conduct, Whistleblowing, and Anti-Fraud
- Track staff participation in policy training across all levels and maintain accurate updates in the training database.
- Ensure staff receive consistent policy training, including timely refresher sessions.
- Compile and present training evaluation reports that highlight challenges, key learnings, areas requiring further support, and opportunities for improvement.
HR Management
- Maintain thorough knowledge of GOAL HR policies.
- Support the HRM in coordinating quarterly staff engagement activities.
- Manage casual and temporary workers in coordination with service providers.
- Ensure staff enrolment in medical insurance and Group Personnel Accident (GPA) schemes.
- Address complaints on service provision in a timely manner.
- Participate in the annual HR strategic planning process.
Performance Management
- Ensure all new staff receive job descriptions to facilitate objective setting.
- Coordinate with HRM to deliver Grow with GOAL (performance management tool) refreshers.
- Organize timely performance appraisals in collaboration with line managers.
- Review evaluations to ensure quality and consistency.
Payroll Administration
- Submit payroll updates to Finance by the 10th of each month for processing.
Separation
- Conduct exit interviews for separating staff.
- Ensure handover processes are completed and documentation is ready for final payment.
Contracts management
- Manage contract extensions, including reminders to line managers and Finance.
- Coordinate probation evaluations and confirmations.
- Process amendments for staff changes, including cost-of-living adjustments (COLA)
Job Level Specifications
Essential Criteria
- Bachelors’ degree in Human Resource Management or Industrial and Organizational Psychology
- 3 years INGO working experience in a similar role.
- Proven experience in conducting trainings.
Desirable Criteria
- Strong analytical skills with the ability to interpret data and present information clearly and effectively.
- Proven ability to collaborate successfully within multi-cultural and diverse teams.
- Effective team builder with excellent communication and interpersonal skills.
- Support recruitment in line with GOAL’s recruitment and selection procedures.
- Prepare longlists for assigned positions based on person specifications and present them to hiring managers for shortlisting.
