Background information about the job or company (e.g., role context, company overview)

The incumbent will be responsible to the Operation Manager for performing the following duties:-

Responsibilities or duties

  • Provide technical oversight for all infrastructure development activities executed under the UCMID Operation
  • Prepare Terms of Reference and statement of requirements for procurement of Design and Supervision consultants, and participate in the evaluation of proposals submitted by consultants.
  • Review and provide detailed written comments on engineering designs, detailed drawings, technical specifications, and tender documents prepared by both in-house teams, consultants, and contractors to ensure absolute structural and functional integrity.
  • Enforce the integration of climate-resilient design principles across all infrastructure works while ensuring total alignment with national standards and World Bank requirements.
  • Provide hands-on technical back-up and mentoring to participating Local Governments (LGs) in compiling bidding documents for prioritized civil works to ensure Value for Money (VFM).
  • Support the procurement processes within participating LGs to enable the effective and timely contract award of civil works and consulting services.
  • Supervise and/or monitor the work of consultants and contractors engaged by both the Ministry and LGs to ensure field activities are executed strictly according to contract provisions and quality guidelines.
  • Participate in formal engineering inspections, technical audits, and independent evaluations to uphold structural standards.
  • Prepare regular infrastructure implementation status reports to appraise stakeholders on the performance of the program.
  • Review monthly construction supervision reports submitted by consulting engineers to ensure they capture all critical metrics and conform to required project formats.
  • Formulate and implement comprehensive infrastructure capacity-building plans, delivering tailored training and mentoring to Ministry staff and participating LGs.
  • Provide technical engineering assistance to the wider project implementation teams and other Ministry initiatives as organizational needs emerge.

Qualifications or requirements (e.g., education, skills)

  • Bachelor’s Degree in Civil Engineering or related engineering discipline.
  • Master’s Degree in Engineering, Construction Management, Infrastructure Management, or related field.
  • Registered Engineer with ERB and a valid practicing license.
  • Certification or a postgraduate degree in Project management and planning is an added advantage

Experience needed

  • Minimum 8 years relevant experience.
  • At least 3 years in a management or supervisory role.
  • At least 5 years of specific experience in handling donor-funded infrastructure projects.
