KEY RESPONSIBILITIES

Enterprise Risk Management Framework Implementation

  • Champion the implementation of the ERM Framework and establishment of a risk culture in the Bank, which encourages behaviour in line with the Bank’s core values and principles.
  • Support the review and enhancement of risk management policies and procedures prior to approval by Senior Management to ensure that appropriate processes are in place to facilitate identification, measurement, assessment, monitoring, and control of market and liquidity risks in the Bank.
  • Oversee the implementation of market and liquidity risk policies, procedures, and risk mapping (products/process mapping) in the country.
  • Train, coach, and build awareness of market and liquidity risk standards and practices across all branches and Head Office staff.
  • Enforce risk management standards and ensure a pervasive sense of risk ownership within the first line of defence.
  • Prepare risk dashboards and reports for Management, Board and Group.
  • Manage group, audit and regulatory findings/ queries regarding market and liquidity risk management, and ensure timely closure of action items.

Market Risk Management

  • Review and coordinate implementation of the market risk framework aligned with the bank’s risk appetite and regulatory requirements.
  • Identify, measure, and monitor market risks across the trading book and banking book (FX, interest rate, equity, commodities).
  • Perform daily and periodic market risk assessments using tools such as VaR, stress testing, scenario analysis, sensitivity analysis, and gap analysis.
  • Monitor interest rate risk in the banking book (IRRBB) and ensure compliance with Bank of Uganda risk guidelines.
  • Produce timely, accurate and robust market risk reports for Management and Board recommending appropriate risk mitigation strategies.

Treasury Middle Office Oversight

Provide independent monitoring and validation of treasury front‑office activities.

Verify deals entered by the Front Office (FX, MM, fixed income, derivatives) to ensure accuracy, completeness, and proper authorization.

Conduct daily limit monitoring, including:

  • counterparty limits
  • dealer limits
  • product limits
  • stop‑loss limits
  • open FX position limits

Maintain independent valuation of treasury positions and ensure alignment with approved pricing models.

Ensure treasury transactions comply with internal policies, Bank of Uganda regulations, and market best practices.

Reconcile front‑office trading blotters with back‑office confirmations and settlement records.

Liquidity Risk Management

  • Monitor liquidity ratios, funding concentration risk, and structural liquidity positions daily and advise Management
  • Support the development and monitoring of the Liquidity Contingency Funding Plan (CFP).
  • Produce timely, accurate and robust liquidity risk reports for management and Board.
  • Assess compliance with Liquidity Coverage Ratio (LCR), Net Stable Funding Ratio (NSFR), and BoU minimum liquidity requirements.

Stress Testing, ICAAP & ILAAP

  • Develop and execute regular capital and liquidity stress tests and prepare stress test reports for stakeholder reporting.
  • Conduct ICAAP and ILAAP in accordance with regulation and ensure timely stakeholder reporting.

Market Data & Modelling

  • Maintain and validate market data feeds, yield curves, pricing models, and behavioural assumptions.
  • Support model validation for market risk and treasury valuation models.
  • Conduct back-testing of market risk models (e.g., VaR).

Reporting & Governance

  • Produce daily, weekly, monthly, quarterly and annual risk reports for Senior Management, Board, Group and Regulators, as determined by the Chief Risk Officer.
  • Document market risk policies, procedures, and methodology notes.
  • Provide necessary awareness and training to treasury dealers and other relevant Bank staff on risk concepts and policies.

Stakeholder Engagement & Leadership

  • Work closely with Business teams, Treasury, Operations, Finance, Technology, Group Market Risk teams and other support teams in country and at the Group.
  • Mentor other staff and support market and liquidity capability-building across the bank.
  • General
  • Perform additional duties as assigned by the Chief Risk Officer and Group Office.
  • Maintain working relationships with other assurance functions to achieve combined assurance.

QUALIFICATION AND EXPERIENCES

Qualifications

  • A degree in Finance, Economics, Mathematics, Statistics, Accounting, or related field
  • Professional Certifications in ACI Dealing Certificate, CFA, GARP-FRR or FRM a plus

Experience

  • Proven experience of at least 5 - 10 years of experience in Market Risk, Treasury Middle Office, Treasury Operations, or Financial Risk Management.
  • Strong understanding of financial markets, treasury products, and risk measurement techniques.
  • Experience in a commercial bank (preferably in Uganda or East Africa).
  • Uncompromising on breaches of controls and policies.
  • Effective in training, guiding, and implementing new policies and procedures.
  • Experience writing reports for senior management consumption
  • Highly analytical, organized, and responsive.
  • Strong interpersonal and communication skills.
