The Program Advisor provides strategic leadership and technical support for the design, implementation, monitoring, evaluation and continuous improvement of World Renew Uganda's development, resilience, humanitarian and peacebuilding programs. The position strengthens partner capacity, ensures high quality programming, leads monitoring, evaluation, accountability and learning (MEAL) systems, supports proposal development, and ensures evidence-based decision-making that demonstrates impact to communities, donors and World Renew.
Responsibilities or duties
Program Quality and Technical Leadership (25%)
- Provide technical leadership to partners in project planning, implementation and adaptive management.
- Ensure all projects comply with World Renew standards, donor requirements and national policies.
- Promote integrated programming across food security, livelihoods, disaster risk reduction, climate resilience, peacebuilding, gender and social inclusion.
- Support partners in annual planning and project reviews.
- Facilitate technical backstopping visits.
Monitoring, Evaluation, Accountability and Learning (MEAL) (35%)

- Lead the development and implementation of World Renew Uganda's MEAL system by:
- Designing project Results Frameworks, Logframes and Theory of Change.
- Developing MEAL plans for every project.
- Developing indicators and Performance Measurement Frameworks.
- Ensuring baseline, midline and endline studies are completed.
- Designing data collection tools.
- Conducting data quality assessments (DQAs).
- Supporting digital data collection platforms (ODK, KoboCollect, SurveyCTO or CommaCare).
- Developing dashboards for project performance monitoring.
- Analyzing project data and generating evidence for management decisions.
- Ensuring accountability mechanisms (complaints and feedback systems) are functional.
- Leading project evaluations and learning events.
- Promoting knowledge management and documentation of best practices.
- Producing quarterly and annual performance reports.
Partner Capacity Strengthening (15%)

- Develop institutional strengthening plans through mentoring partner staff in Project management, Results-Based Management, MEAL, Financial accountability, Safeguarding, Gender integration.
- Facilitate organizational learning.
Proposal Development and Resource Mobilization (10%)

- Lead technical proposal writing.
- Develop logical frameworks and MEAL sections.
- Develop monitoring plans and indicator tracking tables.
- Contribute to donor concept notes.
- Support donor reporting.
Grants Management and Reporting (10%)

Qualifications or requirements (e.g., education, skills)

- A Bachelor's Degree in any of the following areas Development Studies, Agriculture, Monitoring & Evaluation, Statistics, Economics, Social Sciences, Public Health, International Development, Project Planning & Management.

- A Master's Degree in Monitoring & Evaluation, Project Planning & Management, Development Studies, International Development.
Experience needed

- Minimum 7 years of progressive experience in international development.
- At least 5 years managing donor-funded projects.
- Demonstrated experience establishing and managing MEAL systems.
- Experience working with institutional donors such as Global Affairs Canada, USAID, USDA, EU, Embassy funds, UN Agencies or Dutch Ministry.
- Experience supporting local partner organizations.
- Experience in humanitarian response and resilience programming is desirable.
