REQUEST FOR EXPRESSION OF INTEREST: PROVISION OF EMERGENCY PIPELINE REPAIR SERVICES (UGANDA) REFERENCE NO. REQ-00000964

East African Crude Oil Pipeline (EACOP) LTD invites suitably qualified, experienced and reputable companies, organizations or joint ventures to express their interest in providing the emergency pipeline repair services for East African Crude Oil Pipeline (EACOP) Project.

The EACOP Project involves the construction and operation of a buried and cross-border pipeline to transport crude oil from Lake Albert area in Uganda to eastern coast of Tanzania for export to international markets. The pipeline will run from Kabale, Homa District in Uganda to the Chogoria peninsula in Tanga, Tanzania. The length of the pipeline is 1,443 km, of which 296 km will be in Uganda and 1,147 km in Tanzania. In Uganda the pipeline will traverse ten districts and in Tanzania, eight (8) regions comprising of Igunga, Genta, Sheryuga, Tabara, Sengda, Dodoma, Manyara and Tanga. 27 administrative district councils, and 231 villages.


BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES

The scope of work includes emergency response, provision of manpower and equipment, water treatment, evacuation activities, and specialized repair activities, in the event of any fault or damage occurring during the operation of EACOP Project.

Contractor’s responsibilities include:

MAIN ACTIVITIES

a. Stand-by and response readiness

  • Maintaining on-duty standby personnel with full 24/7 response capability.

  • Maintaining, preserving, and ensuring readiness of all emergency tools, materials, equipment, and machinery required for rapid intervention.

b. Immediate response and logistics

  • Immediate transportation and mobilization of required personnel, tools, materials, equipment, and machinery upon identification/notification of fault/damage.

c. Worksite establishment and management

  • Setting up a secure worksite, including fencing, shelters, laydown areas, and temporary facilities, where required.

  • Establishing safe access to the damaged area and managing all worksite operations in accordance with company requirements, safety rules, and applicable international standards.

d. Soil Works and excavation activities

  • Preparing the excavation area and performing excavation activities to expose the buried and damaged system(s).

  • Maintaining proper access and trench stabilization to ensure safe working conditions.

e. Management and coordination of “specialized repair activities”

  • Providing personnel, equipment, and machinery during repair activities.

  • Assisting with coordination and logistical support throughout the repair activities.

f. Site demolition

  • Demolition of existing infrastructure, restoring the worksite, and ensuring proper clearance after completion of the repair works.


SPECIALIZED REPAIR ACTIVITIES

a. Preparation and submission of required engineering, quality, safety, and execution documentation.
b. Fault/damage identification, repair and/or replacement, and final testing for the following systems:

  • Pipeline and main line block valves

  • Pipeline heat tracing system

  • High voltage cable system

  • Fiber optic system


ADDITIONAL CLARIFICATION

It is preferable to award the entire scope of work described herein to a single contractor, provided that the contractor has required capability and resources to undertake and perform all these activities. However, if a single contractor cannot undertake all these activities, partnership and/or joint venture arrangements between the contractor and specialized service companies are recommended. In such case, all the arrangements shall be identified in the EO submission, including a clear allocation of responsibilities between the Parties.


ANNUAL REQUIREMENTS

Companies, organizations or local joint ventures expressing their interest are invited to document their request with:

  • Brief description of experience, expertise, and capacity to deliver the required scope of services.

  • Proof of certified personnel/manpower qualified who will be responsible to perform the services.

  • Valid trading license.

  • Certificate of incorporation/registration and recent Uganda Registration Services Bureau (URSB) search (attach copy).

  • A copy of the beneficial owners form filed with URSB.

  • Proof of registration on the national supplier database maintained by the Petroleum Authority of Uganda.

  • Compliance with the petroleum (refining, conversion, transmission and midstream storage) national content regulations, 2016.

  • Proof of registration with Uganda Revenue Authority (URA) and valid tax clearance certificate.

  • Audited financial accounts for the past three years.

  • Evidence of Quality, Health, Safety, and Environment (QHSE) management system compliant with local and industry standards/certificates for ISO 14001:2015, ISO 45001:2018, and ISO 9001:2015.

  • Relevant registration/certification with IGC regulatory and certifying bodies (workplace certificate from the OSH department).

  • Proof of anti-corruption, anti-bribery, compliance and human rights policies.


COMPLIANT JOINT VENTURES

Companies, joint ventures or organizations which have the ability, capacity, and resources to implement the activities listed above should express their interest by sending an Expression of Interest (EOI) via email, together with the above listed documents through an email to procurement.ug@eacop.com (max. email size 20MB) or no before 17:00 hours (last African Time (LAT), 08th March 2026. Email subject shall read: REQ-00000964 Provision of Emergency Pipeline Repair Services - Uganda.

All statements of EO should be no more than twenty (20) pages long.


All Expression of Interests should be submitted in the English Language.


NOTE: EACOP LTO will review and assess all submissions by companies, organizations or joint ventures that have expressed interest in accordance with this EO, and conduct evaluations based on internal criteria to determine which companies, organizations or local Joint Ventures will be included in the list of pre-qualified companies, organizations or local Joint Ventures. Only the pre-qualified companies, organizations or local Joint Ventures will, after signing a Non-Disclosure Agreement (NDA), receive an invitation to bid as a continuation of the call for tender process. EACOP LTD reserves the right at its sole discretion to make the decision to select or reject a company, organization or local Joint Venture and maintain its decision without having to give reasons to the company, organization or local Joint Venture concerned.
