Introduction:
The Nile Basin Initiative (NBI) is a cooperative arrangement initiated and led by the Nile riparian countries to promote joint development, protection, and management of the common Nile Basin water resources. With the financial support of the Global Environment Facility (GEF) through United Nations Development Program (UNDP), the Nile-SEC will implement its first groundwater study project with the objective of enhancing knowledge and capacity for sustainable use and management of trans-boundary aquifers and aquifers of regional significance in the Nile Basin. This project will also enhance the understanding of the implications of impacts of potential climate change scenarios on the overall basin surface and groundwater resources in the Nile. The socioeconomic context is also an important issue in groundwater management for sustainable use and protection that needs to be properly addressed through stakeholder’s engagement in a participatory approach for adequate groundwater management systems.

Background:
Three aquifer areas have been chosen for the current intervention, namely the Kagera aquifer shared among Burundi, Rwanda, Tanzania, and Uganda; the Mt Elgon aquifer shared between Kenya and Uganda; and the Gedaref-Adigrat aquifer shared between Ethiopia and Sudan. The aquifers are in diverse ecological zones ranging between arid, semi-arid and tropical. This project is described briefly as follows: -
Project objective: To enhance knowledge and capacity for sustainable use and management of trans-boundary aquifers and aquifers of regional significance in the Nile Basin

Assignment Details
Consultancy/Assignment Objectives:

• Regional technicians, academics, and senior planners at national, sub-regional and regional levels will be capacitated on key requisite techniques on groundwater governance tools and policy making methods for sustainable management.
• Regional decision makers will have increased their understanding on the importance of groundwater and capacitated to develop and adopt recommendations emerging from the analyses related to groundwater governance and conjunctive management facilitating policies.
• Regional decision makers will recognize groundwater as a potential recourse buffering climate change impacts when sustainably managed
• Regional decision makers will recognize the importance of awareness issues associated with groundwater management policies.

Consultancy/Assignment Scope

• The Consultancy Firm will prepare training modules and conduct (2 days) regional training on Transboundary Groundwater Governance. The Preparation of Training Modules will build on the Shared Aquifer Diagnostic Analysis Report (SADA) that was prepared by NBI International consultants.
• The Consultancy Firm will design training modules that will address shared groundwater resources governance issues taking in consideration both technical and policy making aspects.
• This training will be designed to address regional decision makers, technicians, academics, and leadership in communities) and assist with sector-specific training for policy makers, researchers, NGOs, and private sector.
• The designed training should be tailored to aid the post-project sustainability and to support the use and protection of groundwater resources regionally.

Assignment outputs
The consultant shall prepare:

• The Consultancy Firm will in 10-days, design a training module to address shared groundwater resources management and governance issues in The Nile Basin, taking into consideration both technical and policy making aspects and conduct a 2-days regional training.
• The Consultancy Firm will provide a detailed report on training workshop satisfaction and evaluation proof.

Expected Outcome of the Assignment:
The final outcomes of this consultancy service will include: -
• A designed regional training modules on groundwater resources management and governance issues taking in consideration both technical and policy making aspects.

Approach

UW Women Country office in Uganda undertakes to deliver and translate the LNoB principle into results. In this regard, the CO seeks to hire the services of a consultant to undertake a comprehensive LNoB Assessment to establish the inherent biases, exclusion practices, institutional frameworks, perceived attributes and other setbacks due to climate change, natural hazards, violence, conflict, displacement, health emergencies, economic downturns, commodity and service pricing that lead to mistreatment, exclusion and discrimination among others.

Rationale
UN Women developed and commenced implementation of a new Generation Strategic Note aligned to the Global UN women Strategic Plan, the Country level United Nations Sustainable Development Framework (UNSDCF) and National Development Plan (NDP III) – all covering the period 2022-2025. To ensure equitable, non-discrimination and inclusive programming, UNWomen Uganda Office undertakes to conduct a comprehensive Leaving No One Behind Assessment to illustrate with evidence - who is left behind? Or at risk of being left behind. The assessment is expected present an analysis of the interplay of factors causing and reinforcing inequality and discrimination; document the inherent biases, exclusion practices, perceived attributes that lead to exclusion; the factors accounting for spatial isolation, vulnerability, inferior and sometimes missing public services, and any other infrastructure gaps due to place of residence or geographical location; profile some of the governance and institutional frameworks that affect the participation of certain populations; as well as establish any setbacks due to the impacts of climate change, natural hazards, violence, conflict, displacement, health emergencies, economic downturns, commodity and service price, or other shocks?
In 2020, Uganda was hard hit by the Covid-19 outbreak. Women and girls, men and boys including persons with Disabilities (PWDs), adolescent girls and young people, refugees and other marginalized communities were greatly affected by the outbreak due to interruptions in access to opportunities, prejudice and the unfair distribution of resources for risk reduction and incident management. The situation for women and girls was confounded by the unequal power relationships and social expectations at home and community levels. Most families reported a partial or total loss of income for the over 18-months of total lockdown that started March 2020 and put many people under additional stress. Due to differential gaps in education, access to information and technology, spatial distribution of infrastructure and social services among others, some people have remained excluded from development and humanitarian assistance programmes. Laws, policies and frameworks have not sufficiently provided for inclusion and meaningful participation of all persons in decision making for humanitarian and development work. These and more scenarios persist yet with longer term implication for growth, health and wellbeing of people in Uganda.
Additionally, the country is faced with the risk of slow and unequal economic growth, loss of jobs for youth and women that was exacerbated by the COVID-19 outbreak, financial exclusion, low literacy and school completion rates for female learners across levels and food insecurity1 especially for those affected by humanitarian crises. These circumstances render the need for evidence to support government and humanitarian service efforts to create opportunities for inclusive economic growth.
Leave no one behind (LNOB) is the central, transformative promise of the 2030 Agenda for Sustainable Development and its Sustainable Development Goals (SDGs) and one the six Guiding Principles of the United Nations Sustainable Development Cooperation Framework. It represents the unequivocal commitment of all UN Member State to eradicate poverty in all its forms, end discrimination and exclusion, and reduce the inequalities and vulnerabilities that leave people behind and undermine the potential of individuals and of humanity as a whole.
LNOB not only entails reaching the poorest of the poor but requires combating discrimination and rising inequalities within and amongst countries, and their root causes. As such, operationalizing the commitment to LNOB in Uganda requires a comprehensive approach with a series of steps, including identifying those left behind and why; identifying effective measures to address root causes; monitoring and measuring progress; and ensuring accountability for LNOB. Under the direct supervision of the Leaving No One Behind Specialist and overall guidance of the deputy representative, the Consultants will be responsible for collecting relevant data and information, reviewing existing relevant frameworks, laws and policies to establish who is left behind, why and where these subpopulation groups are considering both development and humanitarian settings.

Purpose
The principal objective of this assignment is to conduct a comprehensive assessment to establish who is left behind in development and humanitarian work – and analyze the data using a multi-dimensionalapproach to zero down on who among those left behind faces severe and intersecting forms of vulnerability. The assignment will also go further to triangulate the data with a view to establish who is left furthest behind and why.

Duties and Responsibilities
SCOPE OF WORK AND SPECIFIC TASKS
Geographic Scope:

The scope of the assessment is national level with specific focus on women and girls/youth in their diversity covering both development and humanitarian contexts.

Specific Tasks:
• Compile inception report detailing the study approach, tools and review pathway.

• Lead in conducting review meetings with national and district level stakeholders including Government, the UN, CSOs and other development partners.
• Make recommendations [by LNoB factor analyzed] to reduce inequality and promote equity in the short, medium and long term.
• Compile a 10-pager summary report of the assessment findings and a short PowerPoint slide for ease of dissemination.

Duties and Responsibilities
Under the supervision of Leaving No One Behind (LNOB) Specialist, the National Consultant will be responsible for collecting relevant data and information, reviewing existing relevant frameworks on SRMNCAH rights and services and assessing their linkages at national subnational and local levels paying particular attention to the peculiar dynamics within the humanitarian settings.

Purpose
The principal objective of this assignment is to interrogate and document how SRMNCAH – Rights policy, legal frameworks and response plans address the needs and promote the rights of women and girls in accessing SRMNCAH services in humanitarian and development settings. The assignment will also assess and analyse gender barriers effective participation of women and girls in SRMNCAH services.

Specific Tasks
• To establish baseline for selected project indicators as indicated in the ProDoc and activity workplans for the lead IPs.
• To review SRMNCAH-related policy and legal frameworks to establish barriers that hinder access to quality services for women and girls.
• To review and identify intersectionality of legal and policy frame works related to SRMNCAH between Humanitarian and Development Sectors.
• To identify and assess gaps and challenges of legal and policy frameworks in the implementation of SRMNCAH rights in Uganda for the Humanitarian settings.
• To Review and assess international policy and legal frameworks related to SRMNCAH rights that Uganda has ratified, analyze their extent of implementation.

Geographic Scope.
• The scope of the assessment is national level with specific focus the refugee hosting districts of West Nile i.e., Terego, Yumbe and Adjumani among others.

Thematic Scope:
Gender barriers analysis of SRMNCAH related legal, policy, programmatic and budgetary frame works in Uganda and assess its application in the humanitarian settings. The analysis may include and is not limited to different data collection methods which comprise; literatures and documents review from existing secondary data sources on the subject matter and assessing their linkage to humanitarian SRMNCAH responses and investments. Design and conduct Key informant interview and FGD to collect relevant data and information and analysis of available legal and policy frame works of Sexual, Reproductive, Maternal, New-born, Child and Adolescent Health (SRMNCAH) rights.

Expected Deliverables.
• Inception report: describing assessment procedures and data collection methods.
• Full assessment report and updated M&E Framework: Showing baselines, gaps in data or areas of convergence in SRMNCAH policies and practice. Provide a shorter version of the report in a short executive summary and PowerPoint slide for the full report.
• The full report should incorporate all comments from the working teams with concise and clear recommendations.
