JOB DETAILS:
The objective of this assignment is to provide support for timely implementation of the procurement processes in accordance with the procurement plan which will guarantee timely acquisition of goods, works and services essential for project implementation and operations.

Responsibilities and Tasks;
The Procurement Officer shall:
• Support the Procurement Specialist in the Coordination Function for all the procurement activities under the Project;
• Under the Supervision of Procurement Specialist, ensure that the World Bank Procurement Regulations and National Procurement Procedures are observed and adhered to at all stage of procurement process; and ensure that the Bank’s Anti-Corruption Guidelines and Sanctions Framework and contractual remedies set out in its Legal Agreement apply;
• Under the Supervision of Procurement Specialist, the Procurement Officer will manage issue, receipt and opening of bids, expressions of interest and proposals from potential service providers, contractors and suppliers.
• In close consultation with Procurement Specialist, participate in Evaluation exercises (Expression of Interest, Quotations, bids and Proposals) while ensuring adherence to the agreed procedures and guidelines
• Support implementing agencies to compile procurement requirements and maintain an updated procurement register;
• Verify and make available documentation relating to procurement and disposal activities of the project for use by all interested parties;
• Support the development, preparation and update of Procurement Plan of the project, and monitor its implementation in liaison with Procurement Specialist
• Provide timely technical advice on procurement and contract management to the project stakeholders;
• Prepare timely submissions for consideration/approval by the Contracts Committee;
• Provide procurement documentation necessary for effecting payment to service providers to the finance function of the project;
• Support contract management through monitoring orders for supplies, goods and works, progress and delivery schedules and pointing out any shortcomings (in delivery, cost, quality and contract administration) to the Procurement Specialist;
• Prepare for review by the Procurement Specialist the procurement progress reports, procurement monthly reports and procurement quarterly reports;
• Maintain complete procurement files and records including all correspondence related to procurement activities and ensure that the records are safeguarded and properly kept for future reference.
• Assist in organising pre-bid or pre-proposal meetings; and negotiation meetings;
• Under the Supervision of the Procurement Specialist, participate in preparation of draft contract agreements for clearance of the Solicitor General where applicable;
• Assist the Procurement Specialist to verify that Procurement requests are in accordance to the approved Procurement Plan;
• Assist Procurement Specialist in preparation of specific procurement notices/ invitations for bids;
• Support Beneficiary Agencies to ensure that Terms of Reference and statements of requirements are obtained timely from relevant Beneficiaries.
• Participate in the preparation of procurement documents, in line with relevant procedures for the procurement of goods, Works and on consultant services and for the selection of consulting services,
• Under the Supervision of the Procurement Specialist, facilitate the Post Procurement Reviews (PPR) exercise, and follow up implementation of PPR recommendations;
• Assist the Procurement Specialist to Prepare and update the Contract Register;
• Report immediately to the Project Coordinator or ED PSFU any noted fraud and corruption or governance issues with Procurement staff, Bidders and Consultants;
• Any other lawful duties as may be assigned by the supervisor from time to time.

Qualifications, Experience, Skills and other Competences
Academic qualifications:

• Applicants must possess an honours’ University degree Procurement, Business Administration, Economics, Civil Engineering or other related courses;
• Postgraduate qualification training/diploma in Procurement and supply chain management or Procurement and logistics management;
• Membership to professional body will be an added advantage

Experience:
• The Applicant must have at least 5 (five) years of relevant experience working in a busy environment and at least 3 years working with World Bank funded projects;
• Previous experience in processing high value contracts subject to international competition, and in working with multi-sectoral teams
• Working knowledge of the PPDA procurement rules and procedures.

• Ability to work with teams in the organisation.
• Must be prepared to work under pressure and deliver on tight deadlines

Performance Indicators:
• Well monitored Annual Procurement Plan and monthly updates in place
• Well maintained Procurement and Contract Register
• Monthly procurement performance reports and briefs prepared

Reporting:
The PO will report to the Procurement Specialist CEDP-AF for overall supervision and day to day technical matters under the contract.

Duty Station:
The PO will be deployed on a full-time basis and the duty station shall be the CEDP-PCU Office in Kampala.

Facilities to Be Provided by The Employer:
The Employer shall provide office space, with connectivity to internet, printer and access to other office amenities during the term of contract.

Duration of Services:
The PO will be appointed on a contractual basis for an initial period of 12 months, with a possibility of renewal based on satisfactory performance, business need and funds availability.

Responsibilities:
• Responsible for assisting the procurement department manager to process the logistics and customs clearance, follow the logistics and customs clearance process, to prepare the documents for logistics and customs clearance,
• Responsible for contacting with the agents and any governmental authorities if needed.
• Responsible for assisting the procurement department manager to manage the procurement of local materials, including inspection, expediting etc.
• Responsible for assisting the procurement department manager to manage the warehouse, including material receiving, in-warehousing, ex-warehousing, monitor the warehouse inventory and update the inventory, manage the warehouse in good way, clean and tidy.
• Responsible for document controls in procurement department, documents sending, receiving, recording etc.
• Responsible for preparing letters to Client under the instruction of procurement department manager, including request for inspection, official letters etc.
• Any other responsibilities required by the Project Management Requirements
• Bachelor Degree in procurement and Logistics management.
• Full Membership of CIPS
• At least 3-5 years related experience.

Experience in multinational company is preferred.
• Experience in logistics and customs clearance is preferred. Familiar with materials used in Oil and Gas industry.
• Familiar with Microsoft Office.
• Healthy and diligent and strong interpersonal skills Knowledge
• Extensive knowledge of laws, regulations and policies applicable to the oil and gas industry in Uganda.
• Knowledge of laws related with Customs in Uganda.
• Advanced knowledge of generally procurement related software.

Job Description
• Participate in the functioning of the Method-Planning-Market entity by performing the following activities: Processes / Procedures / Organization
• Assist the Purchasing & Procurement manager in implementing referential procedures and the Group Company Rules relating to Procurement activities
• Analysis of the Procurement process and identify improvements opportunities
• Ensure consistency of Procurement local referential and its respect by users Analysis/Reporting
• Analyze the Procurement suppliers’ portfolios and define/propose appropriate improvements
• Report on performance on a monthly basis
• Update the local C&P procedures with any changes effected to the Company Rules.
• Submit all periodic regulatory reports pertaining to Procurement Performance Monitoring
• Consolidate and analyze KPIs.
• Ensure that suitable local KPIs are in place
• Participate to benchmarking initiatives Communication
• Facilitate the internal communication between Procurement and other entities of the affiliate for procurement matters
• Liaise with the TGP about procurement activities and promote exchange of information with the other Affiliates (benchmarking, exchange of best practices) and with the external entities about procurement activities Supplier development
• Participate in the development of the supplier pre-qualification process
• Ensure the development of a reference supplier database
• Maintain the supplier data base on day-to-day basis and ensure that it is updated with Suppliers registered

Candidate profile
• Bachelor’s degree in Business Administration, Procurement, statistics, or any related field from a reputable university
• A minimum of 3 years working experience preferably in the procurement department
• Excellent analytical and communication skills, Proficient in the use of excel and PowerPoint
• Ability to work under limited supervision
