JOB DETAILS:
Overview:
• URC is seeking an experienced Senior Information Technology (IT)/Asset Officer for the USAID Uganda Health Activity (UHA), a five-year program. The purpose of UHA is to support the Government of Uganda’s (GOU’s) efforts to increase the survival and well-being of vulnerable populations and improve overall health system resilience in seven priority regions. The program will strengthen the quality and availability of MNCH, FP/RH, nutrition, and facility-level WASH services as well as health systems at the regional-, district-, facility-, and community-levels.

Responsibilities:
• The Senior IT/Asset Officer will be responsible for providing technical support for staff at the UHA central office in Kampala while also providing support to the IT/Asset Officers in the Regional Offices as needed. S/he is responsible for the maintenance of hardware and updating software and for ensuring back-up of data and proper usage maintenance of all IT equipment

Specific responsibilities include the following:
• Provide preventive maintenance on workstations, servers, printers, and LAN components when needed
• Provide diagnostics and problem resolution for laptops, desktop computers, printers and server systems.
• User supporting training on file server access and use.
• Install operating system upgrades, enhancements, fixes and patches as provided.
• Install supported software packages supplied and required by URC.
• Monitor existing equipment’s ability to meet the URC’s demand and recommend new system hardware as needed.
• Create user accounts, shared network drives (data areas) and network printing as requested by the staff.
• Advise on the server disk space, utilization rate and caching ability and make recommendations
• Serve as a consultant for the purchasing of software or hardware upgrades.
• Ensure that system backups are functioning correctly.
• Offer maintenance/repair of computers/laptops/printers etc. as may be necessary
• Provide technical support to the Regional IT/Asset officers as needed
• Working closely with the Regional IT/Asset Officer, maintain and regularly update a consolidated register of all the Activity’s Assets/inventory. This includes tracking all assets issuance to staff, handover, repairs, and maintenance loses and damages etc.
• Perform any other related duties assigned by the supervisor

Qualifications:
Required Experience and Qualifications
• Minimum of a Bachelor's degree in Information Technology, or Computer Science, Microsoft certified course, Cisco certified, Programing.
• A minimum of three years working in a similar capacity with a reputable organization with over 30 staff
• Experience working with USAID funded programs, NGO and/or in a development context is an added advantage
• Detailed oriented and has ability to organize multiple and diverse tasks, but the flexibility to adjust to program needs

Responsibilities:
• The IT/Asset Officer under the day-to-day supervision of the Regional Finance & Adm Manager with dotted line technical supervision from the Sr. IT/Asset Officer will assist perform a variety of moderately complex information technology support duties to ensure smooth delivery of technology department. Monitors, operates, or coordinates and assists others in the operation of computer hardware, software, and peripherals to achieve desired results. He or she will provide information to staff on established policies and procedures, or services provided.

Specific responsibilities include the following:
• Provide assistance in the use of personal computer hardware, software, and specialized mainframe technology or operates a multi-platform computer environment or monitors the production scheduling, execution, and successful completion of production jobs
• Assist in settings up and configuring desktop computers, peripherals and accounts assigning security level in consultation with IT Support Specialist
• Installs software and installs and repairs hardware and peripherals as directed
• Assist Troubleshoot, diagnose problems, implements corrective action procedures within prescribed guidelines and/or escalates to other technical resources as appropriate
• Assist Administer user accounts as directed
• Assist designs and produce basic reports for the department
• Assist set up and submit production jobs and edits and debugs computer output with support from the Sr. IT/Asset Officer.
• Assist transfer computer files between platforms
• Provide basic troubleshooting, repair and maintenance for computer equipment (e.g., microcomputers, disk drives, and laser printers) and may assist with testing personal computers and peripherals on a network to diagnose, hardware versus software problems
• Provide support in maintaining IT records
• Working closely with the Sr. IT/Asset Officer, maintain and regularly update a register of all the Activity’s Assets/inventory. This includes tracking all assets issuance to staff, handover, repairs and maintenance losses and damages etc.
• Contribute to unit goals by accomplishing related duties as required

Knowledge, Skills and Abilities
• Excellent oral and written communication skills
• Proven ability to set priorities, multi-task, and work collaboratively as well as independently.
• Excellent interpersonal skills.

Qualifications:
Required Experience and Qualifications
• Minimum of a Bachelor’s degree in Information Technology or Cisco-certified programming
• Three years of relevant experience
• Computer Operations training, or experience in a multi-operation system or production control environment preferred.
• Three or more years of related experience with computers and providing customer service in a technology environment,

Desired Experience
• Knowledge in hardware maintenance and repairs.
• Experience working for an NGO / USAID project is an advantage.
