Background

Joint Medical Store (JMS) is hiring an ICT Officer – Infrastructure & Cyber Security responsible for managing and securing JMS’s entire IT infrastructure spanning on-premises server environments, Microsoft 365, networking, cloud platforms, and cybersecurity operations ensuring the availability, integrity, and resilience of all systems through proactive threat management, disaster recovery planning, SLA monitoring, and staff ICT awareness, in order to maintain a secure, compliant, and high-performing technology environment across the organisation.

Key Duties and Responsibilities:

Server & Systems Administration

  • Manage and maintain server environments across Production, UAT, Staging, and Failover/Disaster Recovery, Install, configure, and maintain Windows Server operating systems.
  • Monitor server performance (CPU, memory, disk utilization), Manage Active Directory, user authentication, and Group Policies, Apply security patches and system updates in line with change management procedures, Perform regular server health checks and preventive maintenance

Network Administration & Monitoring

  • Configure and manage switches, routers, and wireless access points, Implement and maintain VLAN segmentation, Monitor network performance (bandwidth usage, latency, connectivity stability), Ensures stable LAN and WAN connectivity, Manages LAN/WAN infrastructure, SD-WAN policies, VLAN segmentation, managed switch configurations, wireless access point governance, and VPN concentrator administration.
  • Implements and enforces network access control (NAC).

Firewall & Security Infrastructure Management

  • Configure and maintain firewall rules and access control policies, Monitor firewall logs and security alerts, Implement secure network segmentation, Manage antivirus and endpoint protection systems.
  • Ensure secure remote access configurations

Hybrid Cloud & On-Premises Environment

Manage on-premises servers and coordinate with cloud environments (e.g., Azure), Maintain secure connectivity between cloud and local infrastructure, Monitor cloud-based virtual machines and storage usage, Support identity synchronization between on-premises AD and cloud directory services

Backup & Disaster Recovery Implementation

Configure and monitor server and system backups, Ensure daily backup completion and verification, Conduct periodic restoration testing, Maintain disaster recovery documentation and support failover processes, Owns operational execution of BCP and DR procedures; conducts quarterly DR failover tests aligned to defined RPO/RTO targets; documents test results and submits remediation plans to Manager ICT.

VPN & Remote Access Management

Configure and manage site-to-site and client VPN connections, Ensure secure authentication (including MFA where applicable), Monitor remote access logs and provide secure remote access support

Hardware & Infrastructure Asset Management

Maintain inventory of servers, network devices, and related hardware, Coordinate hardware procurement and replacement planning, Ensure firmware updates and proper configuration of infrastructure devices, Maintain rack organization and data Centre equipment standards

Others:

  • Daily Checklists, Under the guidance of the Manager ICT, liaise with external vendors and service providers for ICT-related products and services, Evaluate vendor performance and manage contracts through SLAs and Contract reviews, Internal SLA Monitoring & Reporting
  • Builds and maintains the ICT self-service knowledge base: end-user FAQs, step-by-step guides, known issue workarounds, and IT policy summaries reducing repeat incident volumes and improving user autonomy, Delivers periodic ICT awareness sessions cybersecurity hygiene, phishing recognition, data protection obligations, and effective use of M365 and Dynamics BC aligned to JMS’s annual security awareness calendar

Financial Management

Provide input into the budget for the department as per the guidelines set, Ensure cost – effective procurement and utilization of ICT resources, Continuously identify areas for improved efficiency.

Risk Management

Perform risk assessments for strategies prior to implementation and develop a mitigation plan to manage the risks.

Compliance

Ensure JMS ICT policies and regulatory compliance in execution of activities.

Qualifications, Skills and Experience:

Qualifications

A bachelor’s degree in information technology or computer science (minimum class – Second Upper). Note: A certified Transcript copy must be presented.

Experience:

At least 4 years ICT Support experience with depth knowledge in Networks, Infrastructure and Cyber Security Administration.

  • Manage and maintain server environments across Production, UAT, Staging, and Failover/Disaster Recovery
