JOB DETAILS:

Reporting to the Outreach Channel Lead, with a dotted line to the Cluster Coordinantor, the purpose of this role is to ensure delivery high impact and high quality comprehensive and voluntary family planning (FP) services provided by an Outreach Team. Outreach is a strategic channel for providing greater access to rural communities with unmet need and unmet demand for family planning services, especially long-acting reversible contraception (LARC) and permanent methods. Clinical mobile outreach is a primary service delivery channel under the Programmes department.
A Roving Doctor is responsible for ensuring the delivery of high quality family planning (counselling and service provision) by the team/ channel she/he supports. In addition to the Team Leader, each outreach team includes one to three additional providers (trained in comprehensive counselling, PAC/PAC FP, STMs, and LARCs), and one Transport Assistant or Mobile Counsellor. S/he must be qualified and competent to provide permanent methods. S/he is responsible for correct, complete and timely submission of all outreach records and performance data for the team supported. S/he is responsible for supporting outreach team empowerment to: 1) meet and exceed MS-UG’s minimum standards for quality and agreed programme deliverables; and 2) comply with all MS UG’s policies and procedures.

The Roving Doctor will be part of team that she/he will support, empower and be held accountable for performance through mutual responsibility, accountability and risk management across MS-UG channels. Roving Doctor is expected to work together to continuously improve the quality of services, standards of care, and effective implementation of services according to work plans and budgets. She/He will use data to analyse performance, raise key issues, and monitor performance to ensure delivery of measurable results and demonstrate strong fiscal management of donor resources.

Marie Stopes International (MSI) is a global organisation providing personalised contraception and general reproductive health services to women and girls. Our local teams of professionals are passionate about the work they do in communities across 37 countries. The services we provide give a woman the power to choose when she has children so that she is free pursue her plans and dreams for herself and her family.
MS-Uganda is the Uganda branch office of MSI. In partnership with the Ministry of Health, we champion programmes that support the long-term capacity of public and private sector providers to deliver high quality FP counselling and services.
The primary responsibility of this role is to further MSI’s Global Goal: THE PREVENTION OF UNWANTED BIRTHS and its mission of ensuring every individual’s right to: CHILDREN BY CHOICE NOT CHANCE.

Key Responsibilities
1. Compliance to Clinical Standards and Operating Procedures

• Ensure compliance with set Clinical service provision protocols and standards
• Ensure that all the required monitoring tools (including but not limited to: stock cards, stock management checklists, Outreach checklists, Quality Assurance Checklists) are available and properly used by team members

• Compliance with all MS-UG clinical protocols and standards for outreach
• Monitoring tools are available, understood and implemented routinely

2. Team Management
• Team members/service providers clearly understand their roles and responsibilities as per their job frameworks and as defined in the checklists
• Supervision of team members as per team structure
• Ensure that all team members are clinically competent to offer services as per their job descriptions

Measure
• Team members understand responsibilities and the standards for measuring performance
• High team motivation and morale


3. Data Quality Assurance

• Ensure integrity and authenticity of all financial and programmatic data and documentation
• Ensure proper record keeping, including: client records, informed consent forms, stock cards, and event tracking
• Ensure that client data entered by outreach teams in the Family Planning Register reconciles with CLIC data

• Complete, accurate, and authenticated data captured and appropriately documented
• Timely submission of all data and documentation

4. Clinical Quality Assurance
• Assure standards of all services, counselling and infection prevention
• Ensure monthly self-administered quality assurance assessments are done by the team and that necessary steps are taken to improve performance
• Ensure team members receive training as necessary and performance improves accordingly

• QTA scores
• Compliance with all informed consent protocols and appropriate documentation for all clients

5. Partnership and Coordination
• Effectively collaborate with Channel Lead to ensure opportunities for coordination and collaboration are maximized.

Knowledge skills and Attitudes
Qualifications:

• Medical officer with Bachelors degree in Medicine and Surgery (must have qualifications to deliver Permanent family planning)
• Knowledge of FP clinical procedures and minimum standards essential
• Certification in LARC and PM FP service delivery
• USAID training in FP compliance highly desirable
• Knowledge of more than one Ugandan language

Skills/Experience:
• Experience and knowledge of FP service delivery at community level
• Experience managing and motivating teams
• Ability to manage and implement activities to agreed work plans, within budget and in time
• Attention for detail
• Proven skills in effective conflict resolution
• Experience working with both public and private sector facilities desirable
