1. Project Overview
The Support for Vocational Training Schools for Persons with Disabilities and Raising Disability Awareness in Western Uganda project aims to strengthen equitable access to vocational training for persons with disabilities while promoting disability awareness across communities in Kasese, Bundibugyo, Bunyangabu, and neighboring districts of the Western Region. Since its launch, the project has supported vocational training institutions, empowered hundreds of trainees with disabilities, facilitated inclusive learning environments, and collaborated with key government stakeholders to improve disability rights and awareness. The project is recognized for establishing one of Uganda’s rare formal partnerships with the National Council for Persons with Disabilities and has received awards from Korea International Cooperation Agency and the Korea NGO Council for its outstanding contributions to community transformation and inclusion.
Accountant will contribute to these achievements by ensuring sound financial management, efficient administrative operations, and strict compliance with donor standards to support the continued success of the project.
2. Position Summary
Accountant is responsible for overseeing all financial and administrative functions of the project to ensure effective resource management, compliance with donor and organizational policies, and efficient operational support. The position plays a key role in maintaining financial integrity, strengthening administrative systems, and supporting the successful delivery of project objectives.
3. Key Duties and Responsibilities
The duties and responsibilities of the Finance and Administration Officer include, but are not limited to, the following:
Financial Management
1. Conduct cash withdrawals and ensure the secure handling, recording, and reconciliation of project funds.
2. Oversee daily financial operations including payments, vouchers, banking, and cash management, under the supervision of Assistant Manager
3. Process staff salaries, taxes, and statutory deductions in accordance with Ugandan law and organizational policy.
4. Prepare, review, and maintain accurate financial documentation, ledgers, and reports.
5. Support internal and external audit processes through timely preparation of required records and responses.
6. Ensure compliance with KOICA donor requirements, internal financial controls, and standard operating procedures.
Administration and Compliance
7. Prepare and issue legal and administrative documents such as contracts, terms of agreement, and official correspondence.
8. Manage office assets, maintain an updated asset register, and ensure proper utilization and accountability.
9. Provide administrative support to project staff including logistics, documentation, and operational coordination.
10. Lead procurement of project materials and beneficiary support items, ensuring transparent and compliant procurement processes.
11. Maintain organized filing systems for financial, administrative, and program documents.
Program Support
12. Provide financial and administrative support to the program team to ensure effective implementation of project activities.
13. Participate in planning and review meetings, providing financial insights and administrative recommendations.
Other Duties
14. Perform any other duties as may be assigned by the Project Manager in alignment with project objectives.
4. Qualifications and Experience Requirements
Essential:
- Bachelor’s degree/diploma in Accounting, Finance, Business Administration, or a related field.
- Minimum of 3 years of relevant experience in finance and administration, ideally with NGOs or donor-funded programs.
- Knowledge of Ugandan financial regulations, tax obligations, and statutory requirements.
- Proven experience in asset management and administrative coordination.
- Proficiency in accounting software, MS Office applications, and financial reporting tools.
- Understanding of donor compliance and internal controls.
- Analytical, organizational, and communication skills.
- High standards of integrity, confidentiality, and professional ethics.
Desirable:
- Experience working with bilateral donors.
- Knowledge of community-based programming or disability-inclusive initiatives.
