About the Role

The Embassy of Iceland in Kampala is seeking to recruit a motivated and experienced Adviser-Programmes to support the implementation and oversight of Iceland’s development cooperation portfolio in Uganda. The successful candidate will play a key role in supporting programme planning, implementation, monitoring, and stakeholder engagement, with particular responsibility for ensuring the effective delivery of programmes in Iceland’s partner districts.

The responsibilities of this position may evolve over time in line with the Embassy’s programme priorities and operational requirements.

Knowledge, skills and competences

  • Strong understanding of the project management cycle, including programme design, appraisal, implementation, monitoring, review, and evaluation.
  • Excellent written and verbal communication skills in English.
  • Strong organizational, coordination, and administrative skills, with the ability to manage multiple priorities effectively.
  • Strong analytical, problem-solving, and report-writing skills.
  • Excellent interpersonal and relationship-management skills, with the ability to work effectively in multicultural and multidisciplinary environments.
  • Ability to work independently, take initiative, and perform effectively under pressure.
  • Proactive, solution-oriented, and results-focused approach to work.
  • Strong computer skills, including proficiency in Microsoft Office applications.
  • Willingness and ability to undertake frequent travel within Uganda.

Qualifications

  • Bachelor’s degree in development studies, Social Sciences, Economics, Project Management, Public Administration, or another relevant field.
  • Postgraduate qualification in a relevant discipline is required.

Details of experience

  • Minimum of five (5) years of relevant professional experience in management, implementation, or monitoring of development programmes.
  • Demonstrated experience working in the areas of education, WASH, local government development, or related sectors.
  • Proven experience in results-based management, monitoring, evaluation, and reporting.
  • Experience working with international organisations, development partners, diplomatic missions, or government institutions is an added advantage.
  • Contribute to the Embassy’s strategic planning, annual work plan, and programme development processes along with the Senior Advisor Programmes and Head of Cooperation.
  • Support partner districts and multi-bi partners in the planning, coordination, implementation, monitoring, and reporting of programme and project activities
  • Undertake regular field visits to programme locations, monitor implementation progress, and prepare timely reports and recommendations in close collaboration with the Senior Advisor Programmes and Head of Cooperation.
  • Monitor district-level activities, ensuring they are implemented in accordance with approved plans, budgets, policies, and standard operating procedures along with the Senior Advisor Programmes and Head of Cooperation.
  • Support in monitoring programme performance and ensure that planned outputs and outcomes are achieved in a timely and effective manner.
  • Represent the Embassy in technical working groups, coordination forums, and meetings with district authorities, development partners, and other stakeholders.
  • Support reviews of all partnership agreements, memoranda of understanding and other agreements with the Government of Uganda, along with the Head of Cooperation.
  • Identify opportunities for collaboration and engagement within the Embassy’s thematic areas of focus and maintain strong professional networks with government institutions, development partners, civil society organisations, and other stakeholders.
  • Foster and maintain effective working relationships with implementing partners to ensure programmes deliver intended results and value for money.
  • Contribute to programme reporting, data collection, and other documentation required by the Ministry for Foreign Affairs of Iceland and other stakeholders.
  • Provide broader support to Embassy operations and undertake other duties as assigned by the Head of Cooperation.
