The Chief – Quality Assurance shall:

a) Serve as the Head of the Quality Assurance Directorate and the School’s Academic and Administrative Quality Control Officer.

b) Provide strategic leadership in the design, implementation, and monitoring of institutional quality assurance systems covering both academic programmes and administrative services, in line with the NCHE Quality Assurance Framework, the Universities and Other Tertiary Institutions Act (Cap. 262), and other national policies.

c) Benchmark MUBS’ quality assurance practices against regional frameworks (IUCEA) and international standards (e.g., ISO models, Bologna Process, global higher education benchmarks).

d) Advise Management on policies and strategies that enhance academic excellence, administrative efficiency, and institutional credibility.

KEY DUTIES AND RESPONSIBILITIES:

The Chief – Quality Assurance shall be responsible for:

1. Providing strategic leadership to the Quality Assurance Directorate, ensuring that academic and administrative quality systems are aligned with the School’s Strategic Plan, Council and Senate policies, NCHE regulations, and global best practices.

2. Developing and implementing institutional quality assurance policies and frameworks, covering academic programmes, research, governance processes, student services, and administrative efficiency.

3. Coordinating programme accreditation and re-accreditation with NCHE, professional bodies, and regional partners, while embedding systems for continuous quality enhancement across the School.

4. Establishing data-driven quality assurance systems, including institutional research, learning analytics, graduate tracer studies, and performance dashboards to support evidence-based decision-making.

5. Advising Council, Senate, and Management on standards and performance in teaching, learning, research, and administration, and preparing reports that inform policy, planning, and continuous improvement.

6. Benchmarking MUBS quality assurance practices against regional and international standards (e.g., IUCEA, ISO models, Bologna Process, QS/Times Higher Education indicators) to enhance institutional competitiveness.

7. Enhancing the student and stakeholder experience by institutionalizing mechanisms for feedback from students, alumni, employers, and external partners, and integrating findings into quality assurance and improvement processes.

8. Promoting a culture of excellence, accountability, and integrity across the school by building institutional capacity for quality assurance and supervising staff in the Directorate to ensure professionalism and high performance.

9. Carrying out any other quality assurance or statutory responsibilities as may be assigned by the principal in furtherance of the school’s mandate.

KEY OUTPUTS

1. Approved institutional quality assurance policies and frameworks aligned with NCHE, IUCEA, and leading international standards.

2. Timely submission and approval of programme accreditation and re-accreditation reports by NCHE and relevant professional bodies, with no lapses in compliance.

3. Comprehensive institutional self-assessment and quality monitoring reports, including data-driven dashboards, tracer studies, and analytics, presented to Council, Academic Board, and Top Management Committee.

4. Periodic benchmarking reports demonstrating MUBS’ alignment with regional (IUCEA) and international quality frameworks (International Quality Assurance Frameworks).

5. Evidence of continuous improvement in teaching, research, governance, and student services, based on stakeholder feedback and external evaluation outcomes.

6. A professional and accountable Quality Assurance Directorate, delivering on Council and Academic Board mandates and successfully executing statutory assignments.

DESIRABLE ATTRIBUTES:

The successful candidate must demonstrate:

1. Proven ability to provide strategic leadership in academic and administrative quality assurance, with knowledge of NCHE, IUCEA, and international higher education quality frameworks.

2. Strong analytical, communication, and stakeholder engagement skills, with demonstrated capacity to influence governance processes and foster continuous institutional improvement.

3. Familiarity with global quality assurance benchmarks and models (e.g., ISO-based systems, Bologna Process, international accreditation practices).

4. Commitment to enhancing research quality, postgraduate supervision, and academic standards, consistent with regional and international expectations.

5. Demonstrated ability to strengthen the student experience and stakeholder satisfaction, through effective systems for feedback, engagement, and responsiveness.

6. A proven record of integrity, accountability, professional ethics, and capacity building, fostering a culture of quality across academic and administrative units

PERSON SPECIFICATION:

Mandatory Requirements

1. A PhD, with a Master’s degree and an Honors Bachelor’s degree, all from NCHE recognized institutions.

2. Must have at least five (5) years of teaching experience at the level of Senior Lecturer or above at the time of application.

3. At least four (4) years’ experience as Head of an Academic Unit and above in a University.

4. A valid Tax Compliance Certificate (TCC) from the Uganda Revenue Authority.

5. Must be a Ugandan citizen aged below 55 years at the time of application.
