Project: Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM)
Background
The purpose of the Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM) Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR) and President’s Malaria Initiative (PMI). In supporting USG-funded global health activities, GHSC-PSM develops and manages a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.
At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:
- Global Commodity Procurement and Logistics
- Systems and operational support
- Global and local collaboration to improve availability of health commodities
Purpose
The Subcontract Manager - Warehousing and Distribution provides subcontract management and technical oversight of warehousing and distribution services for life-saving commodities subcontracted by GHSC-PSM in Uganda. The primary focus of this role is on technical oversight of warehousing and last-mile distribution subcontractors.
Principal Duties and Responsibilities
- Serve as the primary liaison between GHSC-PSM and its W&D subcontractors (NMS, JMS, etc.)
- Provide oversight of contractual deliverables, including systematic verification and reconciliation of Proof of Delivery (POD) documentation, review of invoices and supporting documents.
- Monitor subcontractor performance against key performance indicators (KPIs) such as inventory accuracy, order fulfillment timelines, on-time delivery, POD collection rates, and product loss.
- Analyze trends, identify risks related to subcontractor performance, compliance, and supply chain disruptions, and modify the contracts where necessary.
- Work closely with the operations and procurement teams to ensure that warehousing and distribution contracts are aligned with programmatic objectives and compliant with USG regulations.
- Work in collaboration with MoH as well as quantification and procurement teams to align delivery schedules with procurement cycles and stock availability.
- Collaborate with M&E and MIS teams to strengthen data visibility through the development of tracking tools and dashboards for real-time monitoring of subcontractor performance, including POD return rates, turnaround times, and documentation quality.
- Support internal and external audits, ensuring subcontractors maintain accurate records and documentation for verification and accountability.
- Collaborate with the subcontractors to implement initiatives to streamline W&D processes, reduce distribution costs, minimize wastage, and improve last-mile delivery efficiency.
Qualifications and Desired Attributes
- Bachelor's degree in supply chain management, Logistics Management, Pharmacy, or another related field
- At least 5 years’ experience in warehousing and distribution of health commodities, preferably in a global health supply chain management environment
- Demonstrated ability to oversee and support third-party logistics Service Providers
- Demonstrated ability to monitor KPIs, analyzing results, and implementing corrective action plans
- Knowledge of Good Storage and Distribution Practices (GSP/GDP) and international standards for inventory and distribution management
- Strong analytical, problem-solving and numeracy skills
- Experience with USG regulations and compliance requirements for subcontract management
- Strong verbal and written communication skills in English
- Self-motivated team player with the ability to work independently
- Proficiency in MS Office and inventory management software (NMS+, m-Supply, e-Stock Card)
- Experience supervising teams and managing direct reports
Level of Effort and Location
This long-term position will be based in Kampala, Uganda with intermittent travel throughout the country, as needed.
Supervision
The Subcontract Manager - Warehousing and Distribution will report to the Technical Director or his/her designee.
