REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING FIRMS)
Assignment title: Consultancy services for completion evaluation of Project for the Restoration of Livelihoods in the Northern Region (PRELNOR) Reference No. MoLG/Omoro/Srvcs/2023-24/01
The Ministry of Local Government has received financing from the International Fund for Agricultural Development (IFAD) towards the cost of Consultancy Services and intends to apply part of the proceeds for the recruitment of consulting services provided by consulting firms.
The use of any IFAD financing shall be subject to IFAD's approval, pursuant to the terms and conditions of the financing agreement, as well as IFAD's rules, policies and procedures. IFAD and its officials, agents and employees shall be held harmless from and against all suits, proceedings, claims, demands, losses and liability of any kind or nature brought by any party in connection with PRELNOR
The consulting services ("the services") include the study to develop the sample design, conduct the data collection and analysis and report writing of the completion evaluation to be used for the PRELNOR evaluation process
The survey will measure the final values of project outcomes and impact indicators on the same indicators used for baseline and midterm surveys. The completion survey will be conducted on a sample of beneficiaries (treatment group) and non-beneficiaries (comparison group) if feasible on the same sample as for baseline and midterm. The completion data will finalize the evaluation process and allow measurement of the attributable changes at outcomes and impact level due to the project's intervention and the degree at which the program reached its objectives. The implementation period is expected to be 88 days
This request for expressions of interest (REOI) follows the general procurement notice that appeared on the IFAD website and in the New Vision newspaper. The specific Procurement Notice Shall appear in the Daily Monitor on 12th Sept 2023 and New Vision Newspaper on the 14th September, 2023.
Omoro District Local Government on behalf of The Ministry of Local Government (PRELNOR) now invites eligible consulting firms ("consultants") to indicate their interest in providing the services.
Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Interested firms should fill and submit the template for expressions of interest found at the following link https://mlg.go.ag and send it to the address indicated below.
A Consultant will be selected in accordance with the Quality Cost Based Selection method set out in IFAD project procurement handbook that can be accessed via the IFAD website at www.itad.org/projectgrocurement.
The shortlisting criteria are:
1.General Qualification: a) Trading License 2023
b)Tax Clearance Certificate 2023
c) Certificate of Registration/incorporation
d) National Social Security Fund Contribution certificate
e) Bank statement for the last six months, Audited books of account for the last two years.
Specific Experience:
a) Should have carried out at least three projects of a similar nature and scope during the last five years
b) Experience in designing and conducting impact evaluations, household, and agricultural surveys for public or non-profit organizations in developing countries (on at least three projects)
c) Experience in designing various methodology relevant for impact and completion evaluation (on at least three projects)
d) Experience in data validation and verification procedures on at least two projects.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. Any request for clarification on this REOI should be sent via e-mail to the address below abwelamona@yahoo.com cc omorodland@gmail.com no later than 5:00PM 28th, Sept.2023 (GMT+3). The client will provide responses to all clarification requests by 5:00PM 29th Sept 2023(GMT+3)
