JOB DETAILS:
Objectives
The developed curriculum will produce an Emergency Medical Technician who is skilled and competent in providing efficient and effective Emergency Care services at the emergency scene, in the ambulance, and support teams at the Emergency unit with minimum supervision.

Specific objectives of the consultancy are:
i. Review the existing emergency care certificate and diploma training materials.
ii. Develop an emergency care diploma curriculum that will teach, guide, and expose students to the essential knowledge and skills in emergency care.

Methodology

i. Review of all existing certificate and diploma content developed (in draft form, approved, and in current use) for the training of emergency care providers.
ii. Conduct stakeholder consultative meetings to inform the review of the Diploma training curriculum.
iii. Guide MoE and MoH on the selection of participants for the different phases of the curriculum review process in a manner that ensures cost-effective use of resources. iv. Facilitate technical review of the diploma curriculum with particular emphasis on conducting occupational/job profiles, recast the training modules, and validation of curriculum materials.
v. Ensure DACUM quality control criteria and procedures are followed throughout the curriculum review process. vi. Submit activity progress reports and a final report to MoES, MoH, and funding partners on activities undertaken.

Scope

i. Scope content in relation to Diploma qualification level.
ii. Orient stakeholders on competence curriculum development.
iii. Generate occupational profile for a Diploma graduate in Emergency Care.
iv. Re-structure the course content to enhance required competencies in Emergency Care.
v. Timeframe

The consultancy is expected to take a maximum of 25 consultancy days. A validated curriculum is to be delivered by 30 September 2023.

Deliverables

i. Validated Curricula for Diploma in Emergency Care.
ii. Final report covering the entire scope of work for the consultancy.
vii. Academic Qualifications and Experience
i. Master of Science in Education or related discipline from a recognized Institution.
ii. A minimum of 10 years’ experience in developing competence-based curricula.
iii. Demonstrated experience working on curricula review and development.
iv. A combination of both local and International experience is of added advantage.

Skills and Competencies
i. Ability to work under minimum supervision.
ii. Excellent communication and technical writing skills.
iii. Enthusiasm and Integrity.
iv. Excellent interpersonal and professional skills in interacting with partners.
v. Skills in developing curricular for emergency care training.
vi. Evidence of having undertaken similar assignments before.
ix. Professional fee and payment mode

The payment will be as follows:
i. 20% upon submitting the inception report.
ii. 40% upon submission of the first draft of the final report.
iii. 40% upon submission of the final report – approved by the MoES, MoH and the funding partners.

Roles of Stakeholders
Ministry Of Health & Ministry of Education and Sports
i. MoH and MoES will provide the overall technical guidance.
ii. Invite stakeholders for the review and endorsement of the developed curricula.
iii. Support the role out of the curriculum nationwide.

Global Emergency Care and Malteser International
i. Meet the financial and material needs of the consultancy within the agreed budget.
ii. Ensure stakeholder meetings are held as required by the consultancy.
iii. Liaise with MOH, MoE and other agencies to support the consultancy.
xi. Practical arrangements

The consultant is expected to submit a revised work plan together with the inception report.
