EXPRESSION OF INTEREST (EOI) FOR PROVISION OF MEDICAL INSURANCE SERVICES (CFT REF: RFP-CUL-LD-00772)

CNOOC Uganda Limited (CNOOC), a subsidiary of China National Offshore Oil Corporation, is an oil and gas exploration and production company, and Operator of the Kingfisher Development Area located in Kikuube and Hoima Districts.

CNOOC invites Expression of Interest (EOI) from professional competent companies to provide staff medical insurance for a period of 3 years. NB: Detailed scope of work to be issued to those who will have passed pre-qualification stage.

Minimum requirements to participate in the Call for Tender:

• Registration on the National Supplier Database (NSD) maintained by the Petroleum Authority of Uganda for the previous years i.e. 2023 & 2024 sector (latest NSD certificate should be provided).

• Financial capacity to undertake the contract (latest audited financial report of the previous year should be provided).

• Experience of HSE policy, procedural process compliance and implementation of the same in previous contracts (latest HSE policy should be provided).

• Possession of a valid trading license, certificate of incorporation, memorandum and articles of association, powers of attorney and income tax clearance certificate (latest copies should be provided).

• Submission of company profile with proof of experience in provision of medical insurance services (latest copies should be provided).

• Submission of at least three (3) reference letters from previous clients for similar services (latest copies should be provided).

• Submission of a signed and stamped letter expressing interest in participating in the call for tender (latest copies should be provided).

Option 1: EOI and PQD can be submitted using the COBID System:

1. Create an account on the system by logging into http://www.cobidonline.com and follow instructions to create an account as supplier. NB: Instructions on how to create supplier account can be downloaded from the COBID system.

2. Submit EOI and PQD documents by uploading them on the COBID system. The documents should be in PDF format and zipped in one folder. The folder should be named as follows: “Company Name-EOI for Provision of Medical Insurance Services-CFT REF: RFP-CUL-LD-00772” NB: Instructions on how to download PQD forms and how to upload documents can be downloaded from the COBID system.

3. Option 2: EOI and PQD documents can be submitted using the email system:

1. Submit EOI and PQD documents by sending them to the following email addresses. The documents should be in PDF format and zipped in one folder. The deadline for submission is 14th August 2023 before 5pm.

Important Notice:

1. The EOI and PQD documents should be in English. Bidders should provide their full address, telephone numbers and email address.

2. The EOI and PQD documents should be submitted in PDF format and zipped in one folder. The folder should be named as follows: “Company Name-EOI for Provision of Medical Insurance Services-CFT REF: RFP-CUL-LD-00772”

3. CNOOC Uganda Limited reserves the right to accept or reject any application without assigning any reason thereof.
