Your mission

This role will play a leading role in coordinating the launch and execution of War Child (WC) emergency response to returnees and refugee from Susan. Working closely with the South Sudan Finance and Operations teams (initial base of operations), this role will specifically support all aspects of financial, partnership and compliance management with key programme partners. S/he will work collaboratively with programme colleagues and partners to ensure compliance with WC internal policies and procedures as well as donor and statutory regulations. S/he will be responsible for financial and compliance functions including: reporting on internal controls, financial monitoring and capacity building for partner staff; budgeting, internal and external donor reporting, partner financial management and operational support as required.

Incumbent must be proactive, analytical and team oriented. Ability to build and maintain strong work relationship skills including the ability to communicate well on all levels. Working with local partners in an emergency setting, s/he must display initiative, flexibility, creativity, natural curiosity and a strong work ethic, persuasive and service-oriented, and demonstrate an array of relevant technical skills. Openness to diversity and different points of view.

Position in the Organisation

The Finance and Partnership Compliance - officer reports to the Operations Support Manager in the South Sudan programme, with dotted lines to the Sudan Emergency Response Manager.

The Sudan Emergency Response will be housed and supported by the South Sudan programme

The position will be based in the Juba office, with possible visits to Sudan depending on security and access approvals.

This role collaborates closely with the ERM, programme coordinators and Finance colleagues in South Sudan.

They will work directly with local partners and actors in Sudan, both on-the-job and remotely

What you will do :

Control and Compliance

  • Responsible for ensuring full compliance with donor requirements and WCH policies and for providing management with all financial and compliance administrative aspects of Sudan Programme while adhering to local laws and regulations.
  • Perform and report on internal verifications to ensure that financial control, financial guidelines of donor requirements and other control procedures are in place and properly implemented and managed in the organization.
  • Carry out procedures to identify any financial -irregularity, and non-compliance with WCH-’s delegation authority, procurement threshold and donor regulations_ bringing any findings to the attention of OSM and ERM or CD .
  • Review thoroughly all financial documents of projects funded by donors and ensure the expenditure incurred fully comply with donor requirements before any donor audit takes place.

Financial Management and Reporting

  • Manage donor funds and timely production of donor reports and any internal financial reports whenever required.
  • Support ERM and OSM with preparation of donor and organizational budgets; ensure compliance with donor regulations.
  • Coordinate with relevant programme staff and ensure monthly review of BVAs and incorporate feedback, obtaining explanations of variances between budget and actual spending, income etc.
  • Proposal budget development with ERM and guided by OSM.

Partnership Coordination and Capacity Building

  • Review financial reports and transactions provided by partners on a timely basis, and provide feedback to partners and keep ERM and OSM informed
  • Provide support, supervision and oversight function of partner compliance to ensure that the overall project implementation complies with donor and WCH regulations and policies;
  • Work closely with the implementing partners staff to ensure compliance by providing trainings and regular technical assistance with budgetary and finance needs.
  • Lead the assessment of the financial management capacity of WCH’s partners, identifying capacity gaps , recommend actions to address the gaps and follow up with relevant staff for timely implementation.
  • Make recommendations to ERM and OSM on the performance of WCH’s partners with special focus on the key areas that require management attention for immediate improvement (findings rated as high risk).
  • Assess the finance skills of both finance and key non-finance staff of partner organizations by using the partner assessment tool and other relevant tools.
  • Liaise and coordinate with Operations teams (HR, logistics, security) to provide adequate support to partners and Sudan response programmes.

Other

  • Adhere to the standards of conduct outlined in Code of Conduct (CoC) with Associated Policies; the Child Safeguarding Policy and the Anti-Trafficking Policy.
  • Support and promote the standards outlined in the WCH and donor Code of Conduct and related policies to the team.
  • Undertake other related duties as may reasonably be assigned by line manager and ERM.

Your profile

Education Qualifications

  • Qualified Accountant (CA/CMA/ACCA/CPA degree) or Master’s degree in finance

Knowledge and Experience

  • Minimum 3 years ’ experience in a similar position in an NGO,
  • Conversant with online financial management system
  • Experience of working on projects funded by major international donors, particularly UN agencies, ECHO, EU and FCDO.
  • Experience in developing staff technical and management capacities
  • Experience of working with local partners, especially in emergency contexts is essential
  • Knowledge of the context and experience of working with partners in Sudan is desirable
  • Experience in managing finance/compliance for grants in sensitive settings.
  • Excellent knowledge of Microsoft Office.
  • Familiarity with broader systems development including procurement, logistics, HR and IT.

Skills and Competencies

  • Ability to work under pressure to meet tight deadlines
  • Ability to build productive working relationships within a multicultural and multidisciplinary team
  • Fluent in English, Speaking Arabic is added advantage
  • Positive attitude of "can-do", solution-oriented.
