The Head of Skills and Development will provide strategic leadership in designing and overseeing the implementation of inclusive, market-relevant skills development strategies under the “Empowering Young Women Entrepreneurs in Agriculture stimulated by Coffee (EYE-C)” program. The role focuses on equipping disadvantaged young women (18–35 years) with practical, demand-driven technical and soft skills that facilitate dignified and fulfilling work opportunities across Uganda’s coffee and complementary value chains.

The role will involve coordinating with regional teams, implementing partners, vocational institutions, cooperatives, and private sector actors to deliver scalable training solutions, mentorship, apprenticeships, and certification programs. S/he will also champion gender-responsive pedagogy, enterprise incubation pathways, and the integration of digital and green skills into curriculum design and delivery.

The Head of Skills and Development will support the program in reaching at least 430,000 young people and ensuring that at least 300,000 young women transition into new and sustained work opportunities, while strengthening the skills base of youth-led MSMEs to grow and create additional jobs in Uganda’s coffee-growing regions.

This role demands an innovative, systems-oriented, and impact-driven professional with experience in workforce development, skills systems strengthening, and youth livelihoods programming at scale.

SCOPE OF RESPONSIBILITIES:

Strategy, Programming, and Thought Leadership Lead the development of a national skills development framework for EYE-C, including work-readiness, technical, entrepreneurial, and digital skills pathways tailored to young women in agribusiness. • Skills development frameworks and implementation plans are in place and aligned to EYE-C’s overall strategy and each program component.
Collaborate with the Program Director and technical leads to ensure that skills and training strategies are fully embedded in program activities and responsive to evolving market needs. • Feedback from project teams and implementing partners indicates high satisfaction with the quality, relevance, and timeliness of technical support and strategic guidance provided.
Liaise with implementation partners, government agencies, and private sector actors to design models for scaling youth skills interventions and promoting systemic change in Uganda’s skills ecosystem. • Annual skills work plans and budgets are developed and submitted on time, and meet the technical and operational standards approved by the executive team.
Skills Leadership & Systems Development Ensure that research into national and global best practices in skills development is conducted and applied to improve tools, methodologies, and delivery models under EYE-C. • Functional systems, tools, and procedures for tracking skills development outcomes are in place and generate reliable, high-quality data.
Collaborate with MEL and program teams to ensure alignment between skills tracking systems and the reporting requirements of aBI, donors, and other investors. • Feedback from implementing partners, training institutions, and internal users confirms that the tools and systems are user-friendly, time-efficient, and supportive of their reporting needs.
Monitoring & Performance Management Supervise and coordinate MEL and training consultants supporting the skills component, ensuring consistent emphasis on monitoring, learning, and evidence-based adaptation throughout program implementation. • A clear schedule of reviews, learning sessions, and field monitoring visits is in place, adhered to, and regularly updated.
Coordinate the timely collection and validation of skills-related data from all implementing partners and stakeholders, in line with program-wide MEL plans. • Feedback from stakeholders, including implementing partners and youth beneficiaries, confirms that reviews and visits are well-organized, timely, and constructive.
Capacity Building Support Project Leads in assessing the capacity of staff, consultants, and implementing partners to effectively deliver youth skills development, enterprise incubation, and inclusive training strategies. • Capacity assessments indicate continuous improvement in the ability of staff, partners, and training institutions to design, deliver, and monitor effective skills development interventions.
Promote the use of appropriate and accessible learning platforms (e.g., blended learning, digital tools, peer learning forums) to deliver impactful training. • Monitoring and evaluation of capacity-building activities show that learning is being applied to improve project design, implementation quality, and enterprise outcomes.
Communication, Accountability & Reporting Compile and disseminate results, success stories, and impact narratives related to skills development and youth enterprise growth to support internal learning, advocacy, and stakeholder engagement. • Reports and knowledge products related to skills development are produced on time, are concise, visually appealing, and are actively referenced and used by stakeholders for decision-making and strategic alignment.
Team Leadership Ensure the Skills and Development team is adequately staffed with the right mix of technical expertise through recruitment, internal capacity building, and procurement of consultants as needed. • Organizational climate surveys indicate employee engagement levels above the 50th percentile, reflecting a healthy and motivated team culture.

REQUIREMENTS OF THE ROLE:

Qualifications:

  • Master’s degree in Education, Agricultural Economics, Youth Development, Workforce Development, Development Studies, or a closely related field.
  • Additional training or certification in TVET, enterprise development, or curriculum design is an added advantage.

Experience:

  • Minimum of 8 years of progressively responsible experience in skills development, workforce readiness, or youth enterprise programming—preferably within the agricultural or rural development sector.
  • Proven experience designing and managing large-scale training and skilling programs, ideally within donor-funded, multi-stakeholder environments.
  • Strong background in results-based program design, curriculum development, and private-sector aligned skills systems.

Technical Skills & Knowledge:

  • 10+ years of post-graduate experience in youth development, skills systems strengthening, or enterprise incubation, preferably within donor-funded or large-scale development programs.
  • Deep understanding of Technical and Vocational Education and Training (TVET), work-readiness, and entrepreneurship support models relevant to rural and agricultural contexts.
  • Strategic thinker with demonstrated ability to guide program design and systems development at both operational and policy levels.
