Background to the assignment

Background:

The Skills for Inclusive Digital Participation is a Foreign, Commonwealth and Development Office (FCDO) funded project implemented by the British Council. It contributes to Pillar 1, Models & Enablers of UK Government’s Digital Access Programme, by building digital literacy and basic digital skills for underserved communities to make inclusive digital access locally relevant, meaningful and productive. Countries of implementation are Indonesia, Kenya, Nigeria, South Africa, Brazil and Uganda, with implementation starting in 2021 and running till September 2026, with a possibility of extension.

The project seeks to build the capacity of digitally excluded individuals, specifically young people from lower socio-economic backgrounds, women, and Persons Living with Disabilities (PLWD), to help them develop the digital competencies they need to take part in digital life and online activities safely. With this, it contributes to enhancing livelihoods through entrepreneurship that leverages online resources and markets.

The digital divide among low-income individuals in both urban and rural areas in Uganda is impacting their participation in the digital economy and online safety. Government and non-governmental stakeholders, including those funded by DAP, have made strides in developing policy, infrastructure, and skills; however, women, youth, and persons with disabilities in rural areas and low-income communities have minimal access to the same. The SIDP Project will contribute to addressing this gap by supporting the development of digital literacy skills content, building digital skills capacities of community digital champions and marginalised communities, particularly, young people from low socioeconomic backgrounds, women and Persons with Disabilities and supporting local organisations to run digital literacy training programs building their capacity in driving growth in digital development. As a result, the project will enhance online participation, therefore increasing access to digital opportunities, resources and information.

Overall objective

The main objective of the consultancy role is to provide technical expertise on digital skills literacy skills development for the SIDP Project and its stakeholders in Uganda. The consultant will build upon the experiences and amplify lessons of the Digital Access Programme (DAP) and SIDP Project Kenya in implementing the task in Uganda.

The British Council intends to work with various stakeholders in this process, and therefore consultant will engage with some of these stakeholders as necessary.

Term

The assignment is expected to start and finish within a period of 9 months from the contract start date, with a possibility of extension depending on the availability of funding. Within this period, the Consultant will provide technical assistance, coordination of the stakeholder engagement and rapid assessment of the digital skills programmes, content and policies, including district/location prioritisation.

Within this period allocated, the Consultant will support the delivery of the project based on a daily rate.

The terms of delivery of work shall have flexibility to adjust the proposed dates by a week or two after the indicated timeframe.

Deliverables

The following is a list of deliverables under this assignment:

  • Conduct a rapid situational assessment to obtain information, status and context of the digital literacy in Uganda, including current policies, projects and programmes This is intended to guide the project delivery and design of the national digital skills curriculum.
  • As part of the assessment, carry out a stakeholder mapping to identify key government and non-government organisations and their role in national digital skills development.
  • Conduct a high-level capacity assessment of local organisations, assessing their capacity to deliver digital skills training programmes to meet the existing gaps and opportunities for digital skills in Uganda.
  • Based on the capacity assessment, develop and coordinate the implementation of a 5-month organisational capacity strengthening initiative to increase the capacity of organisations to manage large-scale digital skills training for marginalised communities.
  • Competitively recruit and onboard 10-15 organisations to the 5-month capacity strengthening initiative and coordinate their participation till completion.
  • Provide technical support and facilitate engagements leading to the development and/or adaptation of the digital literacy skills curriculum. This will include the following:
  • Lead planning, hosting and reporting for a 3-day stakeholder dialogue event.
  • Coordinate follow-up meetings/engagements/consultations with relevant stakeholders in the implementation of the curriculum development road map and activity plan.
  • Manage partner engagements and activities both at the government/ national level and community level.
  • Ensure data collection for M&E on the curriculum development process, dialogue event and capacity strengthening initiative. An M&E consultant will support this process, and the data collections will be created and provided by the project.

Meet with the BC team to review planned activities and logistics

Develop comprehensive reports for the activities conducted
