INVITATION TO THE EARLY MARKET ENGAGEMENT FOR UGANDA–TANZANIA TRANSMISSION INTERCONNECTOR PROJECT: (UTIP) PROJECT ID: PT7124

The Government of Uganda has applied for financing from the International Development Association (World Bank) towards the cost of the Uganda Tanzania Transmission Interconnector Project (UTIP) for which the Uganda portion shall be implemented by the Uganda Electricity Transmission Company Limited (UETCL). The project development objective is to increase power trade between Uganda and Tanzania and the climate resilience of the interconnected utilities.

The Uganda Electricity Transmission Company Limited has prepared the draft procurement documents for the following upcoming procurement packages.

Bidding for the selection of bidders will be conducted through International Competitive Procurement (ICB) using a Request for Bids (RFB) procedure (without pre-qualification) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” (“September 2025 Procurement Regulations”) and will be open to all eligible Bidders as defined in these Procurement Regulations. The procurement process for the aforementioned works is expected to start in financial 2025/2026.

To this end, UETCL hereby invites potential bidders to participate in the Early Market Engagement (EME).

The EME shall be a one-day consultative workshop/meeting scheduled as follows:

Date: Thursday, 5th February, 2026 starting at 10:00am.

Venue: Imperial Royale Hotel, Kampala (with an option for virtual attendance).

The ultimate objective of this EME is to:
(i) Engage with potential and interested suppliers, contractors, and service providers to discuss project requirements and clarify the anticipated bidding, evaluation, and contracting processes in order to promote transparency and fair competition.
(ii) Obtain an understanding of the market’s capacity, technical capability, and prevailing trends within the Engineering, Procurement, and Construction (EPC) Energy sector;
(iii) Gather feedback on proposed evaluation criteria to ensure relevance, practicality, and alignment with industry best practices; and
(iv) Assess the overall bidder qualification landscape to determine market readiness and the ability to deliver the proposed transmission and substation infrastructure.
