The Strategic Initiative for Women in the Horn of Africa (SIHA Network) is a regional feminist coalition established in 1995, working to strengthen the voices and agency of women across the Horn of Africa. SIHA brings together over 130 women’s rights organizations and activists from Sudan, South Sudan, Somalia, Somaliland, Ethiopia, Djibouti, Uganda, and Eritrea. Through advocacy, movement-building, and direct programming, SIHA works to challenge systemic injustices, amplify grassroots women’s voices, and build inclusive societies where women and girls are safe, free, and equal.
2. Background
The Greater Horn of Africa (GHoA) is a politically and strategically complex region. Conflict and religious extremism are common struggles in many parts of the region, coupled with entrenched patriarchal norms. Women and girls in the GHoA face some of the most challenging obstacles to gender equality on the continent. Though the region is complex and diverse, it is interconnected by social and political histories, linked ecosystems and populations, tightly connected political and economic agendas, and cross-border mixed migration. Similarly, the status of women and girls varies both within and between countries of the GHoA; however, in all cases, gender equality is hindered by weak or non-existent legislation, often with poor implementation of gender favorable policies/laws.
The “We Cannot Wait (WCW): Towards an Inclusive and Diverse Women’s Movement in the Greater Horn of Africa” was implemented in the regional by a consortium of four women lead organizations to remove these restrictions and discriminatory laws and practices by building a strong and inclusive women’s movement able to effect change.
As the project comes to a close in December 2025, SIHA seeks to comprehensively document its successes, challenges, good practices, and lessons learned to ensure that the experiences of women and communities reached through this project are preserved and shared widely. The documentation will serve multiple purposes: internal learning, fundraising, showcasing at the final regional reflection meeting, and influencing future program design.
3. Objectives of the Assignment
The Lead Videographer will coordinate and guide in-country videographers in Uganda, Ethiopia, Somalia, South Sudan and Sudan to capture raw footage and produce final edited outputs that document the project’s impact across five countries. The role includes shaping narrative direction, consolidating materials, and producing promotional and full-length videos.
4. Scope of Work
Pre-production:
- Consult with WCW country project leads and SIHA’s regional consortium, advocacy, and comms teams to define themes, key messages, and visual style.
- Lead the interviews and selection of in-country videographers—in coordination with WCW country project leads and SIHA’s regional consortium, advocacy, and comms teams, and issue a clear recommendation for contracting and onboarding.
- Organize and facilitate brainstorming and co-creation meetings with country videographers, WCW country project leads and SIHA’s regional consortium, advocacy, and comms teams to ensure alignment on vision, tone, and messaging.
- Develop a video concept, documentation framework, and production schedule for approval.
- Provide technical and creative guidance (shot lists, interview prompts, visual standards) to in-country videographers.
- Hold regular progress meetings with country teams and videographers to monitor progress, address challenges, and ensure consistent quality across countries.
Production:
- Review raw footage from country videographers for quality, consistency, and completeness.
- Facilitate conduction of additional interviews or follow-up shoots if needed.
Post-production:
- Edit and produce:
- One regional documentary (10–15 minutes).
- 3 short thematic videos (3–5 minutes each).
- 5 promo clips (30–60 seconds).
- Ensure ethical storytelling and respectful portrayal of all subjects.
- Deliver final outputs in high-resolution formats for multiple platforms.
5. Deliverables
By 20th October 2025, the consultant will submit:
- A documentation framework/plan.
- One edited documentary video (10–15 minutes).
- 3 short thematic videos (3–5 minutes each).
- 5 social media promo videos (30–60 seconds).
- Archived raw footage (organized by country/theme).
6. Required Qualifications
- Proven track record in video production and editing for NGOs or development agencies.
- Experience leading multi-country audiovisual documentation projects.
- Ability to provide creative direction and technical oversight to remote teams.
- Strong understanding of women’s rights and regional context in the Horn of Africa.
