The Manager, Strategy – Kenya & Uganda will play a central role in leading strategic engagements, expanding our regional footprint, and advising senior stakeholders across government, donors, and implementing partners.
Role Purpose
The role leads multi-country development consulting engagements, delivering strategic advisory support across Kenya and Uganda. The Manager is responsible for project leadership, client engagement, team management, and thought leadership while ensuring that solutions are grounded in evidence, aligned to local contexts, and drive meaningful development impact.
Key Responsibilities
Strategy, Policy and Advisory Services
- Lead the design of country strategies, sector blueprints, and policy frameworks for government ministries, bilateral agencies, and foundations.
- Provide advisory on health, agriculture, youth employment, climate, education, digital governance, and other social impact domains.
- Develop high-quality analyses, reports, and strategic recommendations using rigorous research and data-driven methodologies.
- Facilitate co-creation sessions, workshops, and stakeholder consultations with public-sector leaders, communities, and partners.
Project Management and Delivery
- Oversee end-to-end delivery of consulting engagements across both countries, ensuring timelines, budgets, and deliverables are met.
- Apply development-sector project management frameworks, including logframes, results chains, M&E plans, and adaptive management approaches.
- Maintain high delivery standards aligned with global consulting best practices.
- Manage project risks, scope changes, and quality assurance processes.
Regional Client Engagement and Stakeholder Management
- Build strong relationships with government ministries, donor agencies (USAID, FCDO, EU, GIZ, World Bank, Global Fund, etc.), foundations, and NGOs.
- Serve as the primary point of contact for senior client teams, ensuring clarity, transparency, and alignment throughout engagements.
- Identify opportunities to expand the firm’s work in Kenya and Uganda based on emerging development priorities and donor landscapes.
Business Development
- Lead proposal development, technical writing, budgeting, and pitch presentations for new opportunities.
- Track donor funding cycles, government programs, and sectoral trends to inform pursuit strategies.
- Develop thought leadership pieces, sector insights, and knowledge products relevant to East Africa.
- Represent the firm in regional development forums, donor roundtables, and policy dialogues.
Team Leadership and People Development
- Supervise consultants and analysts, providing coaching, performance feedback, and professional development support.
- Promote a culture of learning, inclusivity, and collaboration across the Kenya and Uganda project teams.
- Contribute to internal capability building in areas such as research methods, data analytics, program design, or M&E.
Qualifications & Experience
Academic Background
- Bachelor’s degree required; Master’s degree in Public Policy, Public Health, Economics, Development Studies, International Relations, or Business Administration strongly preferred.
Professional Experience
- 6–10+ years of experience in development consulting, international development, public-sector advisory, or strategy consulting.
- Demonstrated experience working with or within donor agencies, government ministries, or development implementers.
- Experience leading multi-country or multi-stakeholder initiatives in East Africa.
- Strong understanding of Kenya and Uganda’s development priorities, policy frameworks, and political economy.
Core Skills & Competencies
- Excellent strategic thinking and problem-solving skills.
