Responsibilities
Key Responsibilities
The Organisational Development advisor is responsible for;

1. Providing strategic advice to the Office of the Prime Minister, the CRRF Secretariat, and the CRRF Steering Group on priorities of CRRF implementation, in particular the transition of humanitarian-financed systems to government planning.
2. Working with the Government-led Task Force to prepare Uganda’s participation in the GRF 2023 and closely liaising with UNHCR’s External Engagement Unit and the CRRF Development Partners’ Group.
3. Supporting the CRRF Secretariat and the Ministry of Finance, Planning and Economic Development in steering a multi-stakeholder process to develop a framework for the transition of humanitarian-financed systems to government planning.
4. Supporting the Government of Uganda and CRRF stakeholders in the preparation and follow-up of roundtables around thematic areas of transition, self-reliance, action against climate change, localization of the refugee response and durable solutions.

Specific Tasks
Support Office of the Prime Minister in preparation of Uganda’s Co-Convenorship of Global Refugee Forum 2023
1. Support preparations for in-country technical roundtables and pre-GRF conference in coordination with OPM, line ministries and partners.
2. Work with the Refugee Engagement Forum and District Engagement Forum to ensure refugees’ and host communities’ voices are represented at the GRF 2023.
3. Organize, in coordination with Office of the Prime Minister and partners, a side event at the Global Refugee Forum in December 2023.
4. Provide technical and organizational assistance and guidance to Multi-Stakeholder Process to develop Transition Framework for the Uganda Refugee Response

Support Ministry of Finance, Planning and Economic Development and CRRF Secretariat (OPM) in developing a framework for the transition of partner-financed systems to government planning.
Manage and steer consultancy contracted to develop transition framework in support of Government and partners and work with multi-stakeholder task team guiding the consultancy team.

Other duties/additional tasks

1. Regularly update GIZ Refugee Task Force on challenges and priorities in district coordination and support reporting to GIZ HQ and BMZ
2. Closely collaborate with GIZ SUN GCR in Kampala and WatSSUP in Kampala and Arua
3. Other tasks as assigned by line manager.

Qualifications
1. Master’s degree in Social Sciences, Political Science, Public Administration, or International Relations

3. At least 5 years of professional experience in the field of public policy, refugee assistance, and/or development cooperation.
4. Demonstrated experience in working with Government and (inter)national partners at national level
5. Strong communication skills, ability to network and build professional relationships in complex multi-stakeholder environments.




Knowledge, Skills & Competences
1. Knowledge and experience in gender mainstreaming, empowerment of youth and marginalised groups.
2. Professional proficiency in English, knowledge of local languages is an added value.
3. Excellent people skills and ability to negotiate between different stakeholder groups.
4. Excellent working knowledge of MS Teams, Sharepoint, Microsoft Word, Outlook, Excel and PowerPoint.
5. Self-drive, ability to work independently, creativity, and problem-solving capacity are required.

Responsibilities

The Advisor Digitalization will be responsible for:

Providing advice to CSOs throughout Uganda on interventions and cooperation on digitalization, e.g., on topics such as e-governance, digitalized information and records management, reducing the digital divide (including in terms of gender), digitalization of services, access to information by citizens and media, digital participation, data protection and security, mind set change as well as strengthening of digital skills.

The Advisor Digitalization performs the following tasks:
Specific Tasks
Strategic and conceptual work:

1. Support the strategic alignment of interventions with the programme’s goals.
2. Maintain existing partnerships with CSOs and establish new partnerships with CSOs, where applicable, to strengthen them in the area of digitalization.
3. Maintain existing and identify new entry points for CSOs’ participation in development and service delivery processes in the area of digitalisation at sub-national and national level.
4. Conceptualise and pilot digital participation mechanisms together with CSOs and relevant government bodies.
5. Support the programme management and colleagues in mainstreaming digitalization within the programme and within the cooperation sphere.

Operational work
1. Provide technical advice on e-governance, digital participation, participation in policy dialogues and development processes to CSOs regarding digitalisation, digitalized information and records management, reducing the digital gender divide, digitalization of services, access to information by citizens and media, data protection and security, mind set change as well as strengthening of digital skills.
2. Provide technical advice and support to CSOs in connecting digitalization to priority areas of the EU’s MIP.
3. Provide technical and capacity building support to CSOs in the area of digitalization.
4. Manage consultancies in the area of digitalization.
5. Provide technical advice on mainstreaming of cross-cutting issues including gender, youth, empowerment of marginalized groups, and others.

Communication
1. Ensure regular, transparent, and pro-active communication within the programme, including administrative staff, and with other GIZ programmes.
2. Support the internal and external representation of the programme in coordination with the communication focal person in the hub, the Communication and PR Officer of the programme and the line management.
3. Ensure visual documentation of activities, collection of stories and other relevant material with the appropriate consent.

Administration and Reporting
1. Participate actively in the monitoring of the programme and exchanging experiences and lessons learnt with other colleagues.
2. Provide timely input to M&E and reporting requirements, including means of verification.
3. Ensure the timely and diligent update of GIZ’s reporting and monitoring tools.
4. Take over administrative tasks for a smooth implementation of the programme in coordination with the administrative officer and line management.
5. Provide relevant information to the line management for financial monitoring.
6. Plan and organise regular travels to programme districts with flexibility to work at different locations in different (mobile) conditions and extensive travel throughout Uganda.
7. Support partners in the administrative implementation of meetings, workshops and similar interventions.

Other duties/additional tasks
1. Provide support to the programme on other thematic topics at the request of line management from time to time.
2. Deputize for other technical advisors in the programme.
3. Ensure that all his/ her tasks are executed in alignment the regulations of GIZ and with the data protection regulations of Uganda, Germany and GIZ.
4. Provide support to the programme on other thematic topics at the request of line management from time to time.

Qualifications
1. University Degree in a relevant field, preferably in Computer Science, Digitalisation, Digital Transformation, Social Sciences, Development Studies or similar

Details of experience

1. Minimum 3 years professional experience in the area of managing inclusive, human-centred digital transformation processes, digitalisation of institutions, e-governance, digital participation or digital empowerment of women and youth.
2. Minimum 2 years working experience advising civil society organizations and/ or governmental institutions.
3. Experience of working on digitalisation in rural Uganda.
4. Experience and/or ability to work in an intercultural team.
5. Experience in qualitative and quantitative research, data collection and data analysis.
6. Experience in the design and facilitation of workshops and trainings.
7. Experience in gender mainstreaming, empowerment of youth and marginalised groups.
8. Professional experience in results-oriented project planning, monitoring and evaluation
