JOB DETAILS:
Job Summary:
The Programme Officer is responsible for identifying, coordinating, and engaging in relevant partnerships, networks, and other forums within DCA’s Fight Extreme Inequality goal. He/she is responsible for the overall implementation of the Fight Extreme Inequality component of DCA Uganda’s Country Programme and projects. The Programme Officer will ensure that targeted results are achieved, reported on, and that finalised projects are closed according to DCA Programme and Project Manual (PPM) and other corporate guidelines.

Position Responsibilities and Duties:
• Collaborate with other DCA staff and partners in Country Programme formulation.
• Lead in identifying partners for the Fight Extreme Inequality Goal and build their capacity in line with identified gaps.
• Engage with other DCA staff in mainstreaming cross-cutting themes across projects.
• Build effective relationships with partners and other organisations, as well as with the Central and Local Governments, and engage in relevant Networks, Working Groups and Sectors on behalf of DCA.
• Acquire updated information on political, economic, and social trends, and showcase DCA’s work in appropriate platforms.
• Advise on changes required to improve the performance of DCA Uganda Country Programme.
• Ensure that partner organisations prepare and submit high quality financial, narrative and project completion reports in a timely manner.
• Plan for project support visits (including preparing Terms of Reference) and submit a field monitoring report within 5 working days of the visit.
• Organise project reviews, evaluation, and approval, and support partner organisations as necessary (e.g., in drafting ToRs, selecting consultants, and identifying logistics).
• Organise and participate in Programme Committee Meetings, Project Approval Committee meetings, Programme Partner Platforms, and Partnership meetings and document the respective proceedings.
• Participate in resource mobilisation and ensure efficient, accountable, and transparent use of resources.
• Document lessons from programme and project implementation for learning, accountability, and improvement.

Qualifications, Experience and Skills:
• Bachelor’s degree in Social Sciences, Development Studies, Gender, Political Science, or any other related field. Masters degree is an added advantage.
• Strong human rights advocacy, networking, and coordination skills at local, national, and global levels.
• Minimum 7 (seven) years of experience in project management, and coordinating Civil Society, Private Sector and Faith-Based partnerships.
• Strong understanding of human rights issues at local, national, and global levels.
• Strong Programme and project management skills.
• Excellent verbal and written communication skills, with the ability to effectively engage and collaborate with diverse stakeholders.
• Strong analytical and problem-solving skills, with the ability to identify challenges and develop creative solutions.
