Brief description of WFP in Uganda
WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.
As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.

Are You Up To The Challenge?
We are seeking a qualified individual for the position of Programme Policy Officer (Activity Manager - Agriculture Market Support Unit) CSTII to be based in Kampala. Selected candidates will be employed on a Consultancy basis.

Job Purpose

To manage the AMS programmes, including strategic planning, high-level technical oversight, coordination and implementation, including monitoring and evaluation, financial, and partnership management of the portfolio. This includes acting as the activity manager for Activity 6 of the CSP. The Consultant will lead the AMS team and provide technical advice and support to the field teams implementing agriculture projects.

Key Accountabilities (Not All-Inclusive)

• Coordinate all agriculture and markets support (AMS) activities within WFP Uganda CSP and develop a strategic expansion plan.
• Build, maintain and lead a specialized team to support the delivery of WFP’s commitments in the agriculture sector; Build the skills of and manage a locally recruited team to act as change agents to promote sustainable pro-smallholder value chains in multi-stakeholder contexts.
• Serve as the SO4 Strategic Outcome and Activity 6 manager to effectively and efficiently manage WFP’s AMS programmes and their related financial and partnership management, reporting, M&E, coordination, etc.
• Ensure close coordination with other relevant WFP units including supply chain, nutrition, innovation, social protection and assets creation and livelihoods and communication/donor relation
• Provide regular updates to management and raise issues requiring management attention in a timely manner.Connect and establish partnerships including with private and public sector actors including development of relevant MOUs and agreements; as necessary, build capacity of cooperating partners and value chain actors.
• Evaluate the performance of partners engaged in the WFP programmes including utilization of resources, achievement of planned targets and KPIs.
• Lead WFP engagement with the government and serve as a focal point for coordination with relevant partners and stakeholders.
• Support the Country Office management and specifically the food systems unit through active participation in administrative and financial processes as required.
• Ensure consistent information regarding WFP agricultural activities is presented to stakeholders.
• Coordinate monitoring and evaluation activities for AMS portfolio in collaboration with the country office M&E unit and partners.
• Maintain a strong profile for WFP’s work in AMS through active engagement in the agriculture policy space in Uganda, through participation in the main meetings and coordination groups.
• Identify and pursue programmatic and financial opportunities for WFP’s engagement in the agriculture sector and contribute to WFP’s fundraising efforts by supporting proposal development and donor reporting.

Standard Minimum Qualifications
Advanced University degree in one or more of the following: Agriculture, Economics, International Development, Social Sciences or other related fields, with additional years of related work experience.

Desired Experiences For Entry Into The Role
Six years or more of post graduate work experience.
Familiarity with planning and implementing small-holder farmer projects, including support and capacity building of partners and farmers at national or sub-national level.
• Ability to lead, coach and motivate teams for efficient and effective delivery of results.
• Demonstrated knowledge of small and medium enterprises, smallholder procurement and commercial agriculture experience.
• Strong oral and written communicate skills are necessary to ensure WFP strategies and projects are well articulated to all stakeholders
• including beneficiaries, partners, local governments, ministries, and donors.
• Ability to assimilate and analyze complex issues using independent judgment and anticipate potential impact.
• Negotiation and motivational skills, with the ability to influence at senior levels within and beyond the organization.
• Ability to frequently travel within the country.
Languages: Fluency (level C) in English language.
