Job overview
The Program Director at CIYOTA is responsible for overseeing the planning, implementation, and evaluation of the organization’s programs, ensuring alignment with CIYOTA’s mission and strategic goals. They will lead program staff, develop partnerships, and ensure program sustainability and impact, reporting to the Executive Director.
Key Responsibilities
1. Program Strategy, Design, and Implementation
- Oversee the development and execution of CIYOTA’s programs.
- Manage and supervise ongoing CIYOTA programs to ensure alignment with organizational strategy.
- Identify opportunities for innovation and promote an environment that supports innovative programming.
2. Monitoring, Evaluation, Accountability, and Learning (MEAL)
- Monitor and evaluate program effectiveness and impact.
- Ensure timely and regular monitoring of project activities in line with the CIYOTA M&E framework.
- Guide the management team to ensure accountability, quality, and evidence-based decision-making.
3. Leadership, People Management, and Organizational Culture
- Supervise program staff and provide strategic leadership to the program teams.
- Create a supportive environment that fosters personal responsibility, teamwork, and commitment to CIYOTA’s mission and values.
4. Partnerships, Resource Mobilization, and Fundraising Support
- Develop and maintain partnerships with stakeholders, donors, and community leaders.
- Actively participate in the fundraising committee, supporting donor engagement, proposal development, and resource mobilization efforts.
5. Compliance, Reporting, and Governance Support
- Ensure compliance with CIYOTA policies, procedures, and donor requirements.
- Prepare and submit periodic program reports to the Executive Director for donor and Board reporting.
Requirements
Required Qualifications and Experience
- A Master’s degree or its equivalent in Development Studies, Social Sciences, Project Management, Public Policy, or a related field.
- At least 7–10 years of experience in program management within an NGO or humanitarian/development organization, with at least 3–5 years in a management role.
- Demonstrated experience managing multi-sectoral programs (education, livelihoods, protection, climate, youth, or community development).
- Strong experience working with institutional donors and managing donor compliance.
- Proven leadership, people management, and coordination skills.

- Strong strategic thinking and program planning skills.
- Excellent leadership, communication, and interpersonal skills.
- Strong analytical, problem-solving, and decision-making abilities.
- Experience in refugee or vulnerable community programming is a strong advantage.
- Ability to work in complex environments and manage multiple priorities.
- High level of integrity, accountability, and commitment to CIYOTA’s values.
