Reporting to the Regional Programme Manager – North, the person provides technical assistance and oversight for the UNICEF Project. The UNICEF Project is a child protection initiative within the Uganda refugee response. The job holder provides overall programmatic and operational lead and management, including planning, implementation, partnership and contract management, compliance with SC and donor regulations, human resource management and development and capacity enhancement, monitoring/ evaluation, budget and financial management, and reporting both internally (within SCI) and externally (with partners). The technical programme management and delivery of results. The person is accountable for the overall coordination and oversight of the delivery of UNICEF project deliverables across all three settlements and two transit sites.
The job holder may be called upon, as and when necessary, to support the emergency team in cases of humanitarian crisis.

THE ROLE
KEY AREAS OF ACCOUNTABILITY:
Coordination and Strategic Management:
- Oversee the coordination and implementation of the UNICEF activities in all settlements in line with the design as well as SC and donor requirements.
- Establish, maintain, and strengthen linkages in the management and implementation of the UNICEF project
- Create and sustain positive working relationships with the partners and other stakeholders.
- Attend to project-related regional-level engagements with partners and key stakeholders.
- Monitor and ensure timely and quality reports are submitted as per the reporting requirements.
- Work closely with Technical Thematic Teams to ensure quality program delivery, documentation, and reporting of progress.
- Profile project impact, success stories, best practices, most significant change stories, accompanied by captivating photography
- Work closely with the Partnership Manager to ensure effective management and support for the delivery of programs by partners
- Innovatively support children, schools, parents, communities, and districts to participate, own, and have sustained impact.
Operational Planning and Implementation
- Provide regional lead in planning, development of detailed implementation plans, phased budgets, implementation, monitoring, documentation and reporting.
- Oversee the implementation and budget performance in line with the program plans, budgets, and SC and donor requirements
- Effectively support the project staff and partners in developing annual plans, in line with the UNICEF Project design and Save the Children International planning guidelines.
- Support staff and partners to ensure that UNICEF Project plans are to the desired standards and on time.
- Provide guidance to the partners through the planning processes to develop plans that are cost-effective and in line with UNICEF Project funding.
- Prepare realistic and detailed implementation plans and phased budgets in collaboration with the implementing partners.
Finance and Budget Management
- Have responsibility for project budget control and monitoring to ensure adequate accountability and budget utilization in accordance with donor requirements and approved work plans, strategic objectives, and Save the Children's finance policy and procedures.
- Manage the Program budget in coordination with the relevant financial team both in the regional office and the headquarters.
- Oversee the budget performance to ensure that project implementation is on course as per the detailed implementation plans, phased budgets, and Global KPIs.
- Support the program implementation teams with budget monitoring and reporting by use of budget trackers and BvA and ensure that the budget monitoring reports are responded to in time and with accurate information.
- Partnership Management: Ensure that partners' capacity in sound financial management procedures is built and all partner accountabilities are approved in line with approved workplans.
- Ensure that all budget adjustments are in line with the donor requirements and SC members are informed and approve budgetary changes.
Partner Development and Management
- Provide capacity building and support in implementation and quality by partners.
- Support SC in linking, networking with other stakeholders at district and regional level
- Program and Financial Reporting.
- Responsible and accountable for the preparation of timely and high-quality progress and end-of-project narrative and financial reports, which are in accordance with the donor reporting schedule and formats.
- Review all program financial reports ensuring that donor guidelines have been followed and high standard met, prior to submission to management.
- Organize and facilitate quarterly follow ups and progress review meetings to address key performance issues from the reports.
- Overall Budget Vs Actual analysis and variance explanations.
Internal and external engagements
- Network with other Save the Children International interventions in their areas of operation to improve synergy and a holistic approach to child support.
- Ensuring that the program experience is represented and given recognition at stakeholder meetings, workshops, donor, networks and any other engagements.
- Develop and maintain regular channels of communication with partners and key stakeholders at national level.
Technical Oversight
- In liaison with Technical Advisors and Field teams, provide guidance and support to the project team, partners, and stakeholders.
Human Resource Management and Development
- Provide line management, supervision, and development of all the project staff
- work together with direct supervisees to plan, set, monitor, and review employee’s performance objectives and priorities as overall contribution to the organization
- Providing ongoing training, coaching and feedback to ensure that employees meet their objectives and career goals
Working together with the Managers and Programme Team to identify learning and development needs of the programme teams and develop specific plans to address the learning needs.
To be a strong supporter and advocate for children in this role you will need to have:
- Minimum of a bachelor’s degree in education and or Humanities. Experience in managing integrated programmes across different thematic areas such as education, child protection, child rights governance or disaster risk reduction is a must.
- At least 5 years of accrued working experience in program implementation with a minimum of 3 years in a management level position in an international NGO and those applying partnership approaches is desirable.
- Experience in strategic thinking and planning skills, be able to set priorities, prepare manageable plans and to evaluate progress.
- Computer literacy and excellent documentation skills are a must.

- Experience of working with local partners and District Local Government in Child Rights Governance, Health, Nutrition, Education, HIV/AIDS or Child Protection is an added advantage.
