1. The Government of Uganda received financing from the World Bank toward the cost of implementing Uganda Secondary Education Exposure Project (USEEP) and intends to apply part of the proceeds toward payments under the contract for Construction of 12 Secondary Schools Under 6 Lots (Batch 7). For all the contracts, the borrower shall provide the payments using the Direct Payment datavisement method, as defined in the World Bank’s Datavisement Guidelines for Investment Project Financing*.

2. The Ministry of Education and Sports now invites seated Bids from eligible Bidders for construction of schools indicated in the table below:

NB: The period required for construction is 10 months excluding defects liability period.

3. Bidding will be conducted through National competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPE Borrowers - dated July 2016, revised November 2017 and August 2018; and is open to all eligible Bidders as defined in their pending Regulations.

5. The Bidding document in English may be purchased by interested eligible Bidders upon the submission of written application for the address below as they prepared for a remuneration fee of Uganda Billings One Hundred Thousand Ough (XXX, 100,000). The method of payment will be through obtaining a Bidding Payment Advice Form from the cashier on 5th Floor, Embassy House and pay at the designated bank. On presentation of proof of payment, bidding documents may then be collected from the address at 6/1 given below or sent by email as may be preferred by the bidder.

6. Bids must be delivered by the address below unless there are no letters in Album of 24[nd] October, 2023. Electronic bidding will not be granted. Last Bids will be rejected. Bids will be publicly consulted into persons of the Bidder designated representatives and anyone who chooses to attend at the address below unless it is 11.5am on 23[rd] October, 2023.

7. All Bids must be accompanied by a list security of Uganda Billings One Hundred Fifteen Million (UXX 115,000,000) for each of the 8 lots.

8. Albumin is drawn to the Procurement Regulations requiring the borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure form as included in the bidding document.
