SESIL (Strengthening Education Systems for Improved Learning), is a five-year education programme designed to improve the quality and equity of measurable learning outcomes at lower primary level in Uganda.
SESIL is implemented with funding provided by the UK’s Foreign Commonwealth and Development Office and is managed by Cambridge Education.
The programme works with and through the MoES, other central agencies, communities and local governments at the district/municipal or city levels, as well as sub-county, parish and village level in 13 local governments in West Nile and in the Eastern Region of Uganda. As part of the support to ensure continuity of learning, both whilst schools remain closed, and in the longer term once schools have re-opened, SESIL piloted and is still implementing a community-led learning (CLL) initiative.
The Community Led Learning (CLL) initiative aims to improve the literacy and numeracy skills of children in P1-P3. Small group classes of up to 25 children meet weekly for hour long lessons in numeracy and literacy.
The classes are run by a Community Learning Facilitator (CLF) using highly structured lesson materials, delivered in local languages. After a successful pilot of CLL conducted in early 2021 with around 13,000 children, the initiative has been expanded and has reached a further 330,000 children.

Job Description Purpose:
Reporting to the Results and Learning Coordinator, as a core member of the Results and Learning
(RAL) team, and working in close collaboration with the teams in the field, the Results and Learning
Officer (RALO) is responsible for:
• Ensuring stakeholders have access to accurate real-time data to improve children’s learning and;
• ensuring that data and lessons are generated to demonstrate the ongoing effectiveness and impact of SESIL’s interventions.
The overall aim of the RALO role is to support the effective implementation of the Results and Learning Framework in the 13 SESIL local governments in the West Nile and the East of Uganda. This is a fulltime maternity cover position based in Kampala with some travel to the field to oversee the implementation of monitoring and data collection activities.
In the remaining period of SESIL, the core activities of the RAL team are to:
• Routinely monitor to track progress and inform decisions on adjustments to delivery of CLL
• Oversee learning measurement at baseline and endline (impact assessment) for the CLL initiative
• Collect stories of change to support evidence of programme implementation
• Lead learning and reflection activities to review achievements, challenges and suggestions for improvement
• Maintain and keep all monitoring, evaluation and reporting documents up to date in the remaining window available for implementation, including the learning plan and logframe.

Job Description
The RALO will lead the implementation of the RAL activities in the regions. This will involve the coordination of monitoring and data collection in the local governments, including:

1. Cohort 5:
• Managing CLL monitoring data
• creating samples for monthly reports
• communicating with LSCs, chasing where necessary
• cleaning and consolidating the data
• maintaining the record of what CLL has done through the reporting (history of all reports)
• thematic analysis of qualitative data
• following-up with field staff and stakeholders to problem-solve any issues with data collection, data quality and submission
• managing the collection, compilation and analysis of data for new PMP indicators
• Payment triggers
• Occasional refreshers to field staff on monitoring tool use

2. Cohort 4:
• Consolidation of weekly progress data and compilation of monthly stats, checking progress against milestone
• The 2 nd and 3rd local governments capacity building workshops
• Administration roles: preparation of budgets, liaising with Ops on procurement, budget notes
• Supporting the delivery of the workshops
• Production of final Cohort 4 stakeholders’ capacity building report
3. Research pieces (i. Relationship between CLL and School; ii. Pedagogical review; iii. Impact research –endline survey)
• Supporting in the design of the research, including reviewing approach notes and tools
• Admin for field work
• Participating in training of enumerators and fieldwork
4. Client reporting
• Supporting compilation of quarterly and end of project reports
5. End of project/learning activities
• Supporting the management/admin/delivery of events
Candidate

Specification
Skills, Experience and Knowledge
• At least three (3) years’ experience and proven technical knowledge and expertise in:
- implementing M&E strategies, frameworks systems and tools.
- Collecting and analysing quantitative and qualitative data
• A degree in M&E or other relevant fields.
• Proficiency in Microsoft Excel and Word essential, and other statistical packages highly preferred.
• Experience working with local and international technical advisers.
• Ability to establish priorities, plan and execute personal and project work plans.
• Clear and effective written and oral communication skills in English, including strong report-writing and data presentation skills
• Excellent organizational skills, including reporting and record-keeping, with an eye for detail.
• Understanding of the education sector in Uganda at the local government (district) level and community level.
• Teamwork and excellent interpersonal skills.
• Self-motivated and able to work with minimal supervision.
• Excellent at thinking strategically and creatively. Able to solve problems, meet/exceed goals and generally “get the job done.”
• Willingness to work outside of regular office hours to meet project objectives and targets, and comfortable with regional and national travel.

• Commitment to, understanding of, and passion for supporting education programming and improving the delivery of quality education services to children in Uganda.
