Background:
Welthungerhilfe (WHH), founded in 1962, is one of Germany’s largest non-governmental aid and development agencies. We have worked in Uganda since 1986, in partnership with the Government of Uganda, national and local NGOs, jointly improving the livelihoods of the most vulnerable population in rural areas through interventions that increase their Food and Nutrition Security, improve sustainable access to WASH services, innovative youth skilling and women’s empowerment programs in five regions of Uganda.
Responsibilities:
- Coordinate field activities with partner organizations and ensure alignment with project work plans.
- Support partners in implementing skills development processes and providing post-training support such as internships, market linkages, and certification through Workers’PAS.
- Strengthen partnerships with government bodies, development partners, and private sector actors in the skills development sector.
- Represent WHH in relevant coordination platforms and sector working groups on vocational skills and youth empowerment.
- Promote innovation, creativity, and entrepreneurship among youth through digital and solution-oriented approaches.
- Champion youth empowerment by addressing structural barriers and fostering inclusive, multi-stakeholder partnerships.
- Integrate youth skilling and empowerment across WHH programs, particularly in food systems transformation.
- Collaborate with internal teams (Programs, MEAL, Grants, Finance) for effective planning, budgeting, and compliance.
- Develop and implement project MEAL plans, tools, and data systems to ensure quality monitoring and evaluation.
- Build MEAL and technical capacity of partner staff, ensuring data-driven reporting and adaptive management.
- Document lessons learned, success stories, and case studies to promote evidence-based learning and improvement.
- Support the design and implementation of training, coaching, and mentoring programs for youth employability and entrepreneurship.
- Build capacity for demand-driven, practical training in digital, soft, and business development skills.
- Ensure project activities align with WHH Uganda’s Country Strategy and donor expectations.
- Foster a culture of innovation, learning, and inclusion within youth and skills development programming.
Qualifications:
- Master’s degree in a relevant field (e.g., Education, Development Studies, youth/social work and development, programme management or related discipline).
- Bachelor’s degree with substantial relevant experience may be considered.
- Proven ability to build partnerships, represent WHH in technical forums, and promote collaborative learning.
- Strong knowledge of skills development, including adult education, vocational training (TVET), and business/life skills in both formal and informal settings.
- 7-10 years experience in managing Economic Development and Youth Skills projects or related fields.
- Experience in project management with excellent organizational and coordination skills.
- Proven ability to build and maintain technical networks with internal and external stakeholders.
- Experience with international donor-funded skills development projects (e.g., BMZ, EU, RFS, international foundations) is an advantage.
- Strong strategic thinking, communication, and sector development skills.
- Ability to work effectively under pressure, manage competing priorities, and maintain focus during high workloads.
