Job Summary:

The Senior PIP Advisor will be contracted through TechnoServe Uganda, and will become part of the GROWTH programme team, supporting the daily implementation of PIP related activities, and providing additional project support where required. Under the guidance of both the WUR PIP Expert and WUR Project Manager (both based in the Netherlands), the Senior PIP Advisor will support the design and delivery of the PIP Training of Trainers (ToT) for GROWTH project staff; provide on-the-ground, day-to-day coordination, supervision, and backstopping to the teams implementing and rolling out PIP; ensure effective and high-quality implementation of PIP; and maintain alignment and coordination with other GROWTH outcome areas and activities in all project areas, while also overseeing monitoring and reporting on PIP.

The Senior PIP Advisor will maintain regular contact and consult with the WUR PIP Expert and WUR Project Manager. In Uganda, the Senior PIP Advisor will be supervised by the TechnoServe Project Director, as part of the supervision structure in place within TechnoServe.

 Primary Functions & Responsibilities:

  • Develop and/or review and avail the field staff with the relevant training manuals and other context-specific knowledge products relevant to implementing the PIP approach;
  • Provide technical training, backstopping and supervision to field staff in conducting awareness and capacity building on the PIP approach among the farmer households and communities;
  • Develop roadmaps for rolling out the PIP Modules and scaling of the PIP approach in the project communities;
  • Develop periodic activity workplans and budgets with the field staff and ensure their alignment to the other activity pathways and the overall project proposal;
  • Actively engage with local development partners to strengthen partnership and collaboration on the PIP approach;
  • Work with the project MEL team in establishing baselines, monitoring of project indicators targets against achievements and validation of data collected by PIP field staff;
  • Systematically document experiences and lessons learned across regions, districts, watersheds and facilitate information sharing and learning with the rest of the project team;
  • Compile and prepare periodic reports highlighting progress with PIP development based on project periodic plans;
  • Support the preparation of knowledge products for project visibility and information dissemination including research and synthesis and editing of information.

 Basic Qualifications

  • BSc degree in relevant field e.g., Horticulture, Development Studies, Agricultural Extension, Community Development, Entrepreneurship, Agricultural or Applied Economics, or any equivalent and 5 years professional working experience in fields relevant and related to the scope of work described; Alternatively a MSc degree and 3 years of experience.
  • Experience in working with the PIP approach in Uganda, and proven work experience in rural community development initiatives within (agricultural) development projects;
  • Experience in working with farmer communities, facilitating workshops, empowering households, and applying various participatory approaches;
  • Experience within the horticulture sector, with public and private sector engagement, and facilitation of multi-stakeholder processes with different stakeholder groups;
  • A good networker with the ability to engage in the dynamic environment of business-, government-, civil society-, and academic worlds;
  • Experience in project management, implementation, and reporting in projects funded by international donors, with a proven ability to produce high quality reports;           
  • Willingness to travel regularly to the project implementation region;
  • Proven digital skills and abilities to use tools such as Microsoft Word, Excel, Outlook, PowerPoint, etc.

Required Languages: Excellent oral, written, and interpersonal skills, including fluency in English. Understanding of Luganda, Swahili, and other native languages is an advantage.

Travel: Travel up to 40 %
