Job Summary:
FHI 360 is seeking qualified candidates to fill a position of Senior Technical Director, HIV & TB for EpiC (Uganda) to provide technical leadership and oversight of life-saving HIV/TB care and treatment services in several regions of Uganda.
Job Summary:
The Senior Technical Advisor, HIV & TB will provide technical monitoring and support on the design and implementation of life-saving HIV/TB technical strategies and interventions for the EpiC project in Uganda. S/he will provide technical support and capacity building to project partners and ensure strong technical performance. S/he will ensure completion of high-quality project technical deliverables on schedule and within budget constraints. The Senior Technical Advisor, HIV & TB will supervise technical personnel to ensure EpiC’s technical objectives are met. S/he will contribute to and/or lead technical presentations for key local stakeholders, including but not limited to project donors and relevant Government of Uganda ministries, and participate in technical working groups.
Accountabilities:
- Provide technical leadership in HIV & TB in Uganda in collaboration with the EpiC Technical Director.
- Creates and/or refines technical portion of the project workplan, within the given resource and financial constraints.
- Demonstrates good judgment in addressing challenges, selecting methods, techniques, and evaluation criteria for obtaining solutions, with some supervision.
- With technical oversight, provide technical leadership in the design, development, planning, and implementation of the EpiC project in Uganda.
- Contributes to staff and partner capacity-building on implementing and monitoring HIV & TB life-saving activities.
- Leads the day-to-day technical activities and tracks delivery of project results.
- Monitors staff members’ LOE (Level of Effort) needs to ensure adequate coverage of resources.
- Maintains a constructive dialogue and technical exchange with country counterparts and technical staff members of implementing partners.
- Develops tools for the design and implementation of specific technical components of the project workplan, as needed.
- Ensures technical implementation is consistent with best practices in the industry / subject and meet client / funder contractual obligations.
- Supervises technical staff members, sub-partners, and others implementing technical project work.
- Develops and implements technical training and capacity building interventions for sub-partners. Identifies strategies to address training gaps.
- Drafts donor technical reports.
- Prepares and delivers presentations to donors and Government of Uganda stakeholders on project progress.
- Gathers and aggregates data to provide a summary / high level overview.
- Identifies areas for improved efficiency or effectiveness within prescribed parameters, and institutes enhancements to procedures.
Applied Knowledge & Skills:
- Ensures appropriate and timely technical support for the EpiC project.
- Ensures the quality of implemented technical activities and systems at all levels.
- Conducts routine coordination with employees and consultants, as needed, on-site and at field sites.
- Strong knowledge and skills in HIV & TB program implementation in Uganda.
- Solid knowledge of HIV & TB standards, operational processes and procedures, work, and task flow.
- Has the ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
- Strong writing and verbal communication skills.
- Relevant computer software skills (including, at a minimum, the standard applications in MS Office).
- Ability to manage own work to job and performance standards.
- Must be able to read, write and speak fluent English.
Problem Solving & Impact:
- Demonstrates the ability to assess needs within agreed upon duties and considers course of action best to meet those needs.
- Effectively applies knowledge of technical area to solve a range of problems.
- Demonstrates the ability to develop solutions to problems that cannot be solved using existing methods or approaches.
- Problem solving involves evaluating and resolving discrepancies with data, analyses, processes, etc. within prescribed guidelines.
Supervision Given/Received:
- Will supervise junior staff members.
- Coordinates own workflow and sets individual priorities.
- Works under general guidelines for completion and accuracy as determined by the supervisor.
- Accomplishes results through lower-level staff managers or through experienced staff who exercise independence in their assignments.
- Serves as mentor to more inexperienced technical staff.
- Reports to Technical Director, HIV & TB.
Education:
- Master’s Degree or its International Equivalent in either Public Health, Global Health, Epidemiology, clinical medicine, or . a Human Development or Related Field.
- Project Management (PM) training is of added advantage.
Experience:
- 8+ years of relevant experience in technical implementation of large HIV projects and/or programs in Uganda.
- Experience working with PEPFAR-supported programs and local or international organizations implementing HIV/TB care and treatment programs in Uganda.
- Documented experience providing HIV technical assistance and capacity building to government and/or partner organizations.
- Program development or program management experience strongly preferred.
