The Social Infrastructure Officer will support the planning, coordination, and implementation of youth-centered infrastructure projects that enhance access to inclusive, climate-smart, and gender-responsive facilities across the EYE-C program value chains. This includes WASH (Water, Sanitation & Hygiene), aggregation hubs, community processing units, storage facilities, and cooperative spaces. The officer will work closely with youth-led cooperatives, local authorities, implementing partners, and engineers to ensure that infrastructure investments are demand-driven, technically sound, and aligned with the program’s goal of enabling 20 million bags through empowered youth participation.

Assess barriers to youth access and usage of social infrastructure and propose inclusive, locally appropriate solutions. Ensure that infrastructure priorities are integrated into program planning, resource allocation, and delivery mechanisms, with a focus on gender equity and climate resilience. Youth-responsive infrastructure strategy or plan integrated into EYE-C operational frameworks. Measurable increase in youth and women’s access to and use of EYE-C-supported infrastructure facilities. Number of infrastructure models (e.g. solar drying stations, shared storage units, eco-WASH points) validated and deemed scalable for youth-led enterprises.

Capacity Building and Mentorship Support the design and delivery of capacity-building initiatives that equip youth particularly young women with the knowledge and skills to manage and sustain social infrastructure investments across the coffee value chain. Ensure training content is practical, inclusive, and aligned with youth realities to foster ownership and long-term impact. | Contribute to the development and review of training materials to ensure they are innovative, practical, and tailored to the needs of youth engaged in managing or benefiting from social infrastructure. Facilitate field-level training sessions on enterprise development, infrastructure operations, and sustainability, with a focus on gender-responsive delivery. Provide mentorship to young women and youth groups on business planning, leadership, financial literacy, and cooperative management. Link youth-led enterprises and cooperatives to business development services (BDS), technical advisors, and relevant local support structures to enhance scalability and sustainability. | Training and learning materials developed or adapted reflect a strong focus on youth skills development, enterprise growth, and sustainability within the coffee value chain. Increased number of youth-led or youth-owned enterprises accessing business development services (BDS) as a result of program facilitation. Growth in the number of youth actively engaging on social media platforms or digital forums for coffee sector knowledge sharing and peer learning. |

Partnerships and Ecosystem Engagement Engage with public and private sector actors, technical service providers, and community institutions to strengthen the ecosystem around youth-managed infrastructure and enterprise development. Facilitate partnerships that support incubation, financing, technical support, and policy influence to scale youth impact in the coffee and complementary value chains. | Identify, map, and engage stakeholders involved in youth enterprise development, infrastructure support, incubation, and financial access. Facilitate and support the formalization of partnerships with agribusinesses, academic institutions, innovation hubs, and accelerators to strengthen youth-managed infrastructure systems. Support co-design of joint initiatives with private sector partners that promote local sourcing and service delivery by youth-led enterprises and cooperatives. Liaise with relevant government departments and local authorities to align with youth development programs, infrastructure standards, and supportive policy frameworks. | Number of strategic partners engaged and formalized through signed MOUs, particularly those supporting youth-led infrastructure and enterprise development. Partnership engagement plan developed, regularly updated, and aligned with EYE-C’s objectives for ecosystem strengthening. Joint initiatives and co-investments implemented with public and private partners to leverage resources and expand program outreach and impact. |

Enterprise Development and Incubation Support the establishment and growth of youth led enterprises involved in managing or benefiting from social infrastructure. Provide technical support across the enterprise lifecycle from ideation and startup to scaling ensuring they are viable, inclusive, and aligned with EYE-C’s broader value chain goals. | Support the design and implementation of incubation pipelines, coaching sessions, and technical assistance for youth-led enterprises involved in social infrastructure and value chain services. Provide guidance to youth on business model development, market positioning, and validation of ideas through pilot projects or market testing. Assist in organizing innovation competitions, exposure visits, and recognition platforms to highlight and scale high-potential youth innovations. Collaborate with partners to support the development or deployment of agri-tech and digital platforms that accelerate enterprise performance and service delivery. | Number of youth-led enterprises established across the upstream, midstream, and downstream segments of the coffee and complementary value chains, and successfully linked to market opportunities. At least one innovation challenge held annually with ≥70% female youth participation. Business Development Services (BDS) strategy developed and utilized to guide structured support to youth enterprises. Increased number of relevant digital platforms or tools developed, deployed, or strengthened to support youth enterprise operations and growth. |

Financial Access and Business Support Facilitate access to inclusive financial services and business support mechanisms for youth-led enterprises involved in production, processing, and infrastructure management. Promote digital and blended finance solutions tailored to the needs of young women and men, while strengthening financial literacy and enterprise sustainability. | Collaborate with financial inclusion partners to co-develop and promote youth-sensitive financial products tailored to the needs of youth-led enterprises, particularly those managed by young women. Facilitate trainings and mentorship sessions for youth on credit readiness, digital finance tools, budgeting, and financial management. Support youth enterprises in accessing appropriate financing options including grants, concessional loans, blended finance packages, or equity investment to fuel growth and resilience. | % of youth-led enterprises supported by the program that access at least one financial service (e.g., savings, credit, grants, or digital finance tools). Number of youth-tailored financial products co-developed or piloted in collaboration with financial service providers. |

Monitoring, Evaluation, and Learning (MEL) Support the collection of data, documentation of results, and analysis of outcomes related to youth-led social infrastructure and enterprise interventions. Contribute to adaptive program management by sharing insights, success stories, and field-based learning to inform improvements in delivery, sustainability, and impact. | Contribute to the design and refinement of MEL tools to track youth engagement, infrastructure performance, and innovation outcomes. Conduct routine field monitoring of youth-led projects and flag implementation challenges to management for timely corrective action. Document and disseminate best practices, lessons learned, and success stories to inform program learning and reporting. Engage with local and international learning networks to contribute to knowledge sharing and ensure timely dissemination of key insights to stakeholders. | Number of youth innovation and infrastructure-related indicators tracked and reported on a quarterly basis. At least two success stories or case studies published annually, showcasing outcomes from youth-led enterprises or infrastructure initiatives. Minimum of two learning sessions held per year with partners and stakeholders to share experiences, insights, and program improvements. |

REQUIREMENTS OF THE ROLE

Educational Qualifications:

  • Minimum Qualifications: Bachelor’s degree in Agriculture, Agribusiness, Agricultural Innovation, Rural Development, or a related field.

Experience Requirements:

  • At least 5 years of progressive experience in youth development, agribusiness, innovation, or enterprise incubation programs.
  • Proven track record working in agricultural value chains, preferably with experience in the coffee sector.
  • Demonstrated understanding of youth entrepreneurship, inclusive business models, and the application of digital tools to support rural enterprise development.
  • Strong skills in communication, facilitation, and stakeholder engagement, including experience working with government, private sector, and youth-led groups.
