JOB DETAILS:
Construction Officer

KEY RESPONSIBILITIES
Technical
• Develop and supervise construction cycles: design, tendering, contracting, quality assurance, quality control oversight
• To conduct detailed technical assessment on the status of existing/new proposed water, sanitation and hygiene facilities for new or upgrading interventions at required sites
• Design sustainable, innovative, cost efficient building and facility designs that can be easily be scaled up by government.
• Ensure adherence to quality construction standards and the use of proper construction guidelines that meet Government of Uganda standards and WAU quality programme standards.
• To review current designs for WASH facilities in the selected sites and come up with improved designs to meet the SDG access standards under WAU projects
• Facilitate discussions to obtain collective technology selection and buy in of the designs from community and local authority
• Develop all required procurement documents (such as architectural and structural drawings, bills of quantities -BoQs- and cost estimates) for the construction works.
• Manage and supervise directly all construction works with recruited construction teams (tradespersons, workers etc.).
• Select construction workers and schedule and coordinate their activities
• Coordinate and guide construction workers and subcontractors
• Conduct quality assurance of materials and works at various sites
• Conducting O&M trainings for target communities and institutions on agreed WASH technologies
• Develop operation and maintenance schedules for the investments together with the users and monitor their role out
• Review payment certificates and certify works for payments to contractors

Systems and Procedures
• Proper planning of the project schedules in consideration of logistics constraints, community constraints and participation of female and persons with disabilities in the construction activities.
• Work alongside Admin/Logistic and Finance officer in the procurement and management of material supplies to the sites.
• Comply with legal requirements, building and safety codes, and other regulations
• Ensure occupational safety and health is observed at the sites
• Ensure compliance to social and environmental safe guards at the various sites
• Effective mobilization of site teams and relevant stakeholders to participate in planned activities, ensuring that stakeholders are consulted in the works planning.

Learning and Development
• Keep abreast with new developments and advancements in designs and technologies and make suggestions for improvements to designs and construction technology.
• Enhance construction materials innovations for climate change contexts towards enhanced resilience of installed infrastructure
• Plan and facilitate site meetings with target stakeholders and address emerging actions

Reporting
• Ensure site diaries are completed and uploaded to the MWater
• Prepare monthly, quarterly, bi-annual and annual reports to the line manager on construction plans
• Manage and ensure inventory of all materials
• Provide regular feedback to management on arising construction challenges
• Plan, implement, monitor and report to management that the construction works budget ensures cost effectiveness.

JOB REQUIREMENTS/PERSON PROFILE:
Education and Knowledge Required
• Bachelor’s Degree in Building construction and Civil Engineering.
• Five years of professional experience in buildings design and construction, some of which related to the WASH sector in Uganda.
• Work experience in working with district authorities is of added advantage. Specific experience of work in WASH in Health Care Facilities and Schools is an added advantage.
• Registration with a professional affiliation in Uganda is a must
• Advanced knowledge of construction management processes means and methods
• Expert knowledge of building products, construction details and relevant rules, regulations guidelines and quality standards
• Understanding of all facets of the construction process

• Excellent time and project management skills
