Bank of India (Uganda) Limited invites applications from suitably qualified Candidates to fill the following position at its Head Office in Kampala.
Job Purpose
The Head of Risk is responsible for providing independent oversight of the Bank’s Enterprise Risk Management (ERM) Framework by developing, implementing and continuously improving risk management policies, systems and procedures for the identification, assessment, monitoring, mitigation and reporting of risks. The role ensures that the Bank operates within its approved Risk Appetite and complies with all applicable regulatory requirements, while supporting Management and the Board in making informed risk-based decisions.
Key Responsibilities
- Develop, implement and continuously improve the Bank’s Enterprise Risk Management Framework, policies, procedures and risk governance practices.
- Develop and implement an effective risk monitoring, evaluation, control and reporting framework.
- Prepare and present timely monthly, quarterly and annual risk reports to Management and the Board Risk Committee.
- Identify, assess, monitor and recommend mitigation measures for Strategic, Credit, Market, Liquidity, Operational, Compliance, Interest Rate, Foreign Exchange, Information Security, Cyber, ESG, Climate-related and other emerging risks.
- Develop and periodically review the Bank’s Risk Appetite Framework and recommend appropriate risk limits.
- Coordinate enterprise-wide risk assessments and ensure effective implementation of risk mitigation actions by business units and risk owners.
- Conduct Political, Economic, Social and Technological (PEST) analysis to identify emerging risks affecting the Bank and recommend appropriate control measures.
- Design and coordinate stress testing and scenario analysis to assess the Bank’s resilience under adverse conditions.
- Support the Bank’s Internal Capital Adequacy Assessment Process (ICAAP) and other enterprise-wide risk assessment initiatives.
- Ensure compliance with the Financial Institutions Act, Bank of Uganda Prudential Guidelines, Basel principles and other applicable regulatory requirements.
- Perform periodic compliance testing to confirm adherence to regulatory requirements and internal policies.
- Establish processes for identifying, escalating and reporting actual or suspected breaches of risk limits and regulatory requirements to the Managing Director.
- Liaise with business units to ensure that new products and product reviews comply with regulatory requirements and the Bank’s risk appetite.
- Prepare and submit statutory returns and other regulatory reports accurately and within prescribed timelines.
- Coordinate prompt resolution of audit findings arising from Internal Audit, External Audit, Parent Bank, Bank of Uganda and other regulatory reviews.
- Monitor developments in the banking industry, risk management practices, ESG and regulatory requirements, and advise Management on emerging trends.
- Promote a strong risk culture by continuously training and sensitizing Management and staff on risk management responsibilities.
- Lead, mentor and develop the Risk Management team to ensure effective execution of departmental objectives.
- Implement the departmental work plan and monitor achievement of departmental performance targets.
- Perform any other duties assigned by Management or the Board from time to time.
Person Specification
Minimum Qualifications
The ideal candidate should possess:
- A Bachelor’s Degree in Business Administration, Commerce, Accounting, Finance, Economics or another relevant business-related discipline from a recognized university.
- A Master’s Degree in a relevant field will be an added advantage.
- Professional qualifications such as FRM, PRM, CFA, CA, CPA, ACCA or equivalent will be an added advantage.
- Professional certification or demonstrated experience in Environmental, Social and Governance (ESG) Risk Management will be an added advantage.
Experience
- Minimum of five (5) years’ experience in a managerial risk management position within a regulated financial institution, preferably a commercial bank.
- Demonstrated experience in Enterprise Risk Management, ICAAP, Basel regulatory frameworks, stress testing and regulatory reporting.
- Experience in developing risk policies, risk appetite statements and Board Risk Committee papers.
- Demonstrated experience in ESG risk management will be an added advantage.
Technical Competencies
- Thorough knowledge of Enterprise Risk Management principles and methodologies.
- Strong understanding of the Financial Institutions Act, Bank of Uganda Prudential Guidelines, Basel Frameworks and other applicable banking regulations.
- Good knowledge of credit, market, liquidity, operational, compliance, cyber and ESG risks.
- Experience in developing risk reports for Senior Management and the Board.
- Strong analytical, quantitative and problem-solving skills.
- Excellent report writing and presentation skills.
- Good knowledge of banking systems and information technology applications.
Behavioural Competencies
- Strong leadership and people management skills.
- High level of integrity and professionalism.
