AREA: CENTRAL (BASED AT SOS CHILDREN’S VILLAGE ENTEBBE)

JOB SUMMARY
The Child Protection Programme Officer (CPYPO) will be responsible for the implementation of GREEN+ Project child protection and youth interventions including working closely with Local Government structures and community based organisations to improve the wellbeing of children and youth so as to eliminate their vulnerability to violence and rights abuses. The CPYPO will conduct mapping of existing community structures for child protection and develops a referral system. He / she will facilitate life skills training for children, youth, families and community to increase their knowledge and skills in preventing child rights abuse. Key stakeholders and child protection committees.

KEY TASKS & RESPONSIBILITIES:
Programme Implementation

• Coordinate and facilitate the training of Community volunteers on vulnerability assessment at family and community levels.
• Support the local leaders and community volunteers to conduct mapping and identification of GREEN+ programme participants.
• Review and recommend programme participants
• Facilitate the formation of family support groups and ensure they function effectively.
• Facilitate and support implementation of all youth activities in the community
• Facilitate the identification and training of community facilitators in Family Development Planning (FDP).
• Facilitate active participation of children and youth in FSP processes.
• Facilitate and support the timely implementation of approved GREEN+ annual plans and budgets.

Programme Planning and Financial Management
• Support the community families, communities and other stakeholders to assess and identify root cause of child rights abuse at family and community levels using appropriate participatory tools.
• Support the development of an appropriate action plan to meet the needs of each household and community.
• Facilitate the identification of opportunities and mobilization of local resources for the action plan to meet the needs of each household and community.
• Support the preparation of individual Family Development Plans
• Support the preparation of Community Development Plans
• Support the Family Strengthening Programme Coordinator to consolidate the Family Development Plans and prepare budgets to achieve the programme goals.
• Promote gender mainstreaming in all GREEN+ Child Protection and youth development interventions.

Children and youth Access to Essential Services
• Facilitate families to access essential services required to fulfil their children’s rights and development needs.
• Organise and facilitate the training of children and youth in child rights and responsibilities
• Facilitate and monitor children and youth access to education, health care and nutrition.
• Facilitate and monitor children’s access to vital registration, including birth certificates, national identification.

Capacity Building of Families
• Facilitate and train community facilitators to effectively lead on the Family Development Planning Process.
• Organise families / caregivers to access training on child rights and other paralegal services.
• Facilitate and support families / care givers to access training on Social Protection Services

Networking and Partnerships
• Facilitate stakeholder analysis within the programme, maintaining and updating stakeholders’ profiles.
• Collaborate with community development structures, other NGOs and government departments for effective social protection service delivery to programme participants.
• Support functional sustainability of community based networks on OVC support, social protection and other relevant development initiatives.
• Represent the FSP Coordinator in community OVC related forums.
• Identify opportunities for OVC supportive partnerships within the programme area.

Monitoring and Evaluation
• Facilitate and monitor child protection case management processes at all community levels
• Facilitate participatory monitoring and evaluation of the programme interventions.
• Facilitate regular data collection through appropriate monitoring tools on programme interventions.
• Organize and facilitate regular project reviews with Community Family Development Planning

Facilitators and other service providers on FSP.
• Carry out regular home visits to families on the programme and write home visit reports.
• Facilitate sharing of best practice amongst family groups.

Reporting, Resource Management and Documentation

• Prepare and submit timely progress reports to the FSP Manager on programme interventions.
• Document family and child success stories on programme interventions.
• Keep, maintain and update the database and files of families on the programme in a timely manner
• Support family groups and community development structures to maintain stock books.
• Submit accountability / reports for programme items distributed in the community to Finance and other relevant departments in a timely manner.
• Comply and adhere to SOS policies and guidelines.

REQUIRED QUALIFICATIONS, EXPERIENCE AND COMPETENCES:
• Degree in community development and related social sciences/disciplines such as social work, sociology, development studies, community psychology, rural development.
• At least three years’ experience in implementing community development, gender, youth empowerment and OVC support programmes.
• Sound understanding of child rights, child development, family and community development, social inclusion, gender and advocacy, rights based programming and management of CBOs.
• Good communication and reporting skills.
• Computer literate.
• Understanding and ability to apply community development participatory methodologies.
• Possession of a motor cycle riding license will be an added advantage.
• Must be well conversant with the local language (Luganda)
• Self-starter.
• Ability to work in a team.
• Strong family values.
• Ability to work with minimum supervision
