East African Crude Oil Pipeline (EACOP) LTD invites experienced and reputable international/local companies or joint venture partners to express their interest in conducting an update of the Human Rights Due Diligence for the EACOP Project in Uganda and Tanzania.
The EACOP Project involves the construction and operation of an underground and cross-border pipeline to transport crude oil from lake Albert area in Uganda to Eastern coast of Tanzania for export to international markets. The pipeline will run from Kabale, Hoima district in Uganda to the Chongoleani peninsula in Tanga, Tanzania crossing eight regions – Kagera, Geita, Shinyanga, Tabora, Singida, Dodoma, Manyara and Tanga, 27 administrative district councils and 231 villages. The HRIA update will be conducted across the EACOP project both in Uganda and Tanzania.
BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES
EACOP is seeking to update the Human Rights Due Diligence (HRDD) for the EACOP Project as it completes the construction phase and enters the operational phase of the Project. Previously, the EACOP Project commissioned an independent Human Rights Impact Assessment (HRIA) and HRDD Assessment (HRDD Assessment) prior to the construction phase of the Project. Since then, the EACOP Project has developed a governance and management system for ongoing HRDD on the project's salient human rights issues.
The main objectives of the HRDD update are to:

Companies or organizations with the capability, capacity, and resources to undertake the services described above are invited to express their interest by submitting an Expression of Interest (EOI), together with the required supporting documents, via email to procurement.ug@eacop.com (maximum email size: 20 MB) no later than 17:00 hours East African Time (EAT) on 11th September 2026. The email subject line shall be: REQ-00001207 – Human Rights Due Diligence (HRDD) Update for the EACOP Project.
The EOI submission should be between 10 and 20 pages in length and must be submitted in English.
NOTE: EACOP LTD will review and assess the documents provided by companies that have expressed interest in accordance with this EOI and conduct evaluations based on internal criteria to determine which companies will be included in the list of pre-qualified companies. Only the pre-qualified companies will receive, by signing a Non-Disclosure Agreement (NDA), an invitation to bid as a continuation of the call for tender process. EACOP LTD reserves the right at its sole discretion to make the decision to select or reject a company and maintain its decision without having to give reasons to the company concerned.
