ASSIGNMENT TITLE: Consultancy Services for Feasibility Study for the DUCAR (District, Urban and Community Access Roads) network, Bridges and Drainage Structures in 77 District Local Governments:
The Government of the Republic of Uganda represented by the Ministry of Works and Transport (MoWT) has received a grant of US$4,500,000 from the World Bank towards the Preparation of the Rural Roads Program and intends to apply part of the proceeds for undertaking Consultancy Services for Feasibility Study for the DUCAR network, Bridges and Drainage Structures in 77 District Local Governments. The project is spread across the 5 regions of the Country, and as such, 5 lots have been formulated as summarized below:
LOT 1-West Nile Region: 12 District Local Governments, Consulting Districts of Adjumani, Arua, Koboko, Machar, Moyo, Nebbi, Obongi, Pakwach, Terego, Yumbe and Zombo.
LOT 2-Northern Region: 14 District Local Governments, Consulting Districts of Agago, Alebtong, Amolatar, Amuru, Apac, Gulu, Kigum, Kole, Lamwo, Lira, Nvoya, Omoro, Otuke and Oyam.
LOT 3-Western Region: 18 District Local Governments, Consulting Districts of Bundibugyo, Bushenyi, Isingiro, Kabarele, Kakumiro, Kamwenge, Karungu, Kasese, Kibale, Kiryingondo, Kisoro, Kitagwenda, Kyegwera, Masindi, Mitooma, Ntoroko, Rukungiri and Sheema
LOT 4-Eastern Region: 23 District Local Governments, Consulting Districts of Amuna, Bududa, Bugiri, Bukedea, Kubuwo, Bulamhuli, Busia, Butaleja, Iganga, Kaliro, Kamuli, Kalakwi, Kibuku, Kumli, Kwendo, Manafwa, Nabitakuti, Namayingo, Namutumba, Ngora, Palisia, Serere and Sirinuko
LOT 5-Central Region: 10 District Local Governments, Consulting Districts of Buvikwe, Butambala, Kalangala, Kayunga, Luwero, Mukono, Nakasongola, Rakai, Sembabule and Wakiso
The Consulting Services (“the Services”) are to be provided with the following objectives.
(i) Undertake Detailed Engineering Designs, determine an Environment and Social Management Plan, and prepare bidding documents for 1,100km of the DUCAR network, 240 bridges and drainage structures, and 50km of swamps raising in 77 district Local Governments.
(ii) Undertake Economic and Financial Assessment and drainage studies, and 50km of swamps improving in 77 District Local Governments, and drainage structures, and 50km of swamps in 77 District Local Governments.
The implementation period of the assignment is 6 (six) Calendar Months from the time of contract signing
The detailed Terms of Reference (TOR) for the assignment can be assessed at www.mowt.go.ug. The Ministry of Works and Transport now invites eligible Consulting firms (“Consultants”) to indicate their interest in providing the Services.
The successful execution of this consultancy requires a Consultant with extensive experience, technical competence, and proven ability to work within government and donor-funded project environments. The Consultant should combine strong analytical and facilitation skills with contextual knowledge of Uganda’s transport sector to ensure that the assessment is both practical and implementable. Specifically, the Consultants is expected to meet the following minimum requirements:
(i) Must have completed projects with a total of 100km or more for Design or Construction Supervision of highways or Urban roads in the last 10 years;
(ii) Experience in working with Government and Donor-funded projects; and
(iii) At least 30 planning skills in Analysis, Reporting, and Facilitation
N.B:
Firms should not bid in more than 2 (two) lots.
Individual experts -bio-data is not required at this stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Banks’ Procurement Regulations for IMF Borrowers” dated February 2025 (“Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services), setting forth the World Bank’s policy on Conflict of Interest.
Consultants may associate with other firms to enhance their qualifications in the form of Joint Venture and/or Lead / Sub Consultancy. Consultants shall indicate whether the association is a Joint Venture and/or Sub-Consultancy. In the case of a Joint Venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract if selected. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCSB) method set out in the Bank’s “Procurement Regulations for IPF Borrowers” dated February 2025 (“Procurement Regulations”).
