  1. The Government of Uganda received financing from the World Bank towards the cost of implementing the Uganda Secondary Education Expansion Project (USEEP) and intends to apply part of the proceeds toward payments under the contract for Construction of 4 New Secondary Schools in 4 Districts in 2 Lots under USEEP - Re-tendered. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank's Disbursement Guidelines for Investment Project Financing.

  2. The Ministry of Education and Sports now invites sealed Bids from eligible Bidders for construction of schools indicated in the table below:

NB: The period required for construction is 10 months excluding defects liability period.

  1. Bidding will be conducted through National Competitive Procurement using Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers." Bids will be opened on 1st July, 2026, and will be opened to all eligible Bidders as defined in the Procurement Regulations.

  2. Interested eligible Bidders may obtain further information from Ministry of Education and Sports from Milton Nyabumba on mindy2004@yahoo.com or Wilberforce Turuyambana on turuyambuona@gmail.com copy to rashtabah360@gmail.com and inspect the Bidding document during office hours from 08.30hrs to 16.30hrs East Africa Standard Time at the address given below under 9.

  3. The Bidding document in English may be purchased by interested eligible Bidders upon submission of a written application to the address below and upon payment of a non-refundable fee of Uganda Shillings One Hundred Thousand Only (UGX 100,000). The method of payment will be through obtaining a Bank Payment Advice Form from the cashier on 5th Floor, Embassy House and pay at the designated Bank. On presentation of proof of payment, bidding documents may then be collected from the address at (9) given below or sent by email as may be preferred by the bidder.

  4. Bids must be delivered to the address below under (9) on or before 11.00am of 20th August, 2026. Electronic bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend at the address below under 9 at 11.15am on 20th August, 2026.

  5. All Bids must be accompanied by a bid security of Uganda Shillings One Hundred Fifteen Million (UGX 120,000,000) for each of the 2 lots.

  6. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
