The CCS is intended to enable uninterrupted circulation during drilling and related activities, improve wellbore cleanup, maintain stable wellbore pressure, and control ECD fluctuations, particularly in high-angle, deep, and extended-reach wells. The solution should enhance drilling safety, improve efficiency, and overall well performance while reducing non-productive time and drilling costs.
a) Registration on the National Supplier Database (NSD) maintained by the Petroleum Authority of Uganda for service providers in the Oil & Gas sector;
b) Demonstration of HSSE policy, processes and systems in compliance with the Ugandan petroleum regulations, the IFC Performance Standards and the International Industry standards;
c) Proven track record in provision of similar services, in Uganda, East Africa or internationally;
d) Qualified and experienced personnel;
e) Operational capacity to provide the scope of services and equipment in a timely manner;
f) Financial capacity to undertake the eventual contract;
g) Compliance with the Local and National Content Authority laws and Regulations of the Government of Uganda;
h) Possession of current technical/licenses from national and international bodies;
i) Preference shall be given to suitably qualified local-country registered entities demonstrating a commitment to statutory National Content requirements for oil and gas operations;
j) Bidder should comply with Regulation 9 (Priority of Ugandan goods and services in procurement) and Regulation 10 (Contracts for goods and services reserved exclusively for Ugandan citizens and companies) of THE PETROLEUM (EXPLORATION, DEVELOPMENT AND PRODUCTION) (NATIONAL CONTENT) REGULATIONS, 2016. Any non-compliance may lead to direct disqualification. And bidder shall solely bear all the risks and consequences caused by the non-compliance.
k) Parent company and its subsidiary are not allowed to participate in the bidding for the same bid (sections) where they are or have their own facilities into lots (sections). Otherwise, both the parent company and its subsidiary’s bidding proposals shall be treated as null and void.
Option 1: EOI and PQ can be submitted using the CNOBID System:

Only bidders who successfully and timely submit PQ documents into the system shall be considered for the evaluation.
Any bidder who successfully passes the PQ stage, shall receive Request for Proposal.
