Finnish Refugee Council (FRC) is an INGO promoting self-reliance and resilience among forcibly displaced and vulnerable host communities through improved livelihoods and food security, protection and peaceful co-existence and human rights. FRC has been operating in Uganda since 1997 as an operational partner to UNHCR and OPM, and since 2020 as implementing partner to WFP. 

FRC is seeking for suitably qualified Ugandans to fill the following three (3) positions:

Position: Team Leader Livelihoods and VSLA

Team Leader CBO & Community Development, Social Cohesion

Team Leader – Protection

Attached to:  Inclusion, Capacities and Resilience Enhanced for the Forcibly Displaced People (I CARE for People) – project  

Contract duration: January 2026 to 31.12. 2026 with possibility of one year extension at a time till end of 2029

Level:          Middle management, reporting to Project / Program Manager

Location: Team Leader – Livelihoods & VSLA, position based at Ayilo settlement, Adjumani

Team Leader – CBO & Community development, Social Cohesion, based at Kyangwali refugee settlement, Kikuube

Team Leader – Protection, based at Kyaka II refugee settlement, Kyegegwa

Job Purpose:
Each position holder leads a field team of 3 to 7 professionals from variety of technical fields: basic adult education (literacy, language skills), livelihood skills (business, VSLA, climate-smart agriculture training), civic education (leadership, peace and conflict training) and CBO strengthening (grant management, organizational capacity). S/he will plan, coordinate and monitor the program activities in selected locations together with the multisectoral team. 

The position holder provides technical guidance, mentorship and oversight to the field team. In addition, the Team leader provides technical expertise from her /his area of specialization to the other Team Leaders in the project and in Country Program. 

The role requires strong leadership and knowledge and skills in training facilitation, as well as excellent coordination and communication skills to engage partners, government actors, and community structures.

Key Tasks and Responsibilities:
Technical Support and Guidance – 40%

  • Provide guidance and technical support to the field teams on planning, implementation, monitoring and evaluation on project activities – from basic adult education courses, livelihood training, leadership training to community-based organisation strengthening.
  • Conduct regular field visits to review and report on project progress, implementation and impact, especially in relation to efficiency and effectiveness for future development.
  • Provide feedback to field staff and management on key recommendations.
  • Provide technical knowhow and expertise to a team of Team Leaders on the field the individual TL has specialised on.
  • Keep up to date with on developments in the specialised field the individual Team Leader is focused on; either in relation to Livelihoods and VSLAs: or to Gender, disability and psychosocial support; or to CBOs and community development and localisation.

Monitoring, Learning, and Reporting – 30%

  • Ensure in cooperation with field-based M&E staff, that mechanisms are in place to measure and improve quality of the project, sharing best practises and transfer of technical skills to field staff.
  • Ensure the documentation and dissemination of lessons learned from the project.
  • Coordinate with M&E Officer the planning of and conduct needs and capacity assessments, baselines and impact / end line studies when necessary and relevant.
  • Support active M&E amongst field staff, collect and analyse data gathered.
  • Write, review and provide input on internal and external reports and other documents.

Project and Program Development – 15% 

  • Advice and work with Project Manager to develop project implementation and M&E plans.
  • Ensure collaboration with other FRC projects with other donor funding at settlement level.
  • Support and include environment and resilience approaches, gender, disability, HIV, community and beneficiary involvement into project implementation and monitoring.

Stakeholder Engagement and Advocacy – 15%

  • Identify, map, and engage relevant stakeholders in the sector.
  • Build and maintain effective partnerships with community structures, local NGOs, government departments, and advocacy networks.
  • Represent FRC and its technical expertise in local networks, meetings, and working groups, as delegated by the Project Manager or Technical Specialist.

Education and Qualifications:

  • Team Leader – Livelihoods and VSLA:
  • Bc or Masters in Entrepreneurship, Agriculture, Development Studies, Business Administration, Economics or Development Studies.
  • Combined with proven experience on VSLA /microfinance methodology and digitalization, group formation, managing IGAs.
  • Team Leader – CBO and Community Development, Social Cohesion:
  • Bc or Masters in Community / Rural Development, Development Studies, Social Work or Social Science, or Public Administration with community focus.
  • Combined with proven experience in capacity building and strengthening of CBOs, participatory empowerment, peace and conflict issues, knowledge on local actors.
  • Team Leader – Protection:
  • Bc or Masters in Gender Studies, Development Studies, Psychology, Social work or Social Sciences.
  • Combined with proven experience in working with vulnerable groups (GBV survivors, PWDs), crisis intervention, on gender and disability issues, on resilience building and referral pathways.

Additional qualifications such as diploma in Project Planning and Management is a bonus.

Experience:

  • Minimum 3-year experience in the middle level management position, leading a team.
  • Demonstrated experience in designing and delivering training and ability to adapt them to different learning needs.
  • Worked with local or international NGOs in humanitarian or development setting.

Essential Skills and Attributes:

  • Strong analytical, coaching and mentoring skills.
  • Willingness to proactively assess project progress, and take lead in solving issues.
  • Ability to contribute to program strategy and proposal writing.
  • Excellent communication and report-writing skills.
  • Knowledge of French, Kiswahili, Arabic, Nuer, Madi etc. is an advantage.
