BID NOTICE UNDER OPEN DOMESTIC BIDDING (ODB)

CONSTRUCTION WORKS FOR THE PROPOSED RESIDENTIAL HOUSES FOR THE KARUMA HEP PROJECT AFFECTED PERSONS (PAPS) AT LAPONO VILLAGE, NWOYA DISTRICT

Procurement Reference Number – MEMD/WRKS/2025-2026/00030/1-2

1. The Ministry of Energy and Mineral Development (MEMD) has allocated funds to be used for the Construction works and Access roads for the proposed houses for Karuma HEP Project Affected Persons (PAPs) under two (02) lots at Lapono village, Nwoya District.

2. The Entity invites sealed bids from eligible bidders for the provision of the above works.

3. Bidding shall be conducted in accordance with the procedures contained in the Public Procurement and Disposal of Public Assets Act (the Act) Cap 205 and the Regulations made under the Act and is open to all.

4. Interested eligible bidders may obtain further information and inspect the bidding document at the address given below at (a) from 8:30 a.m. to 4:30 p.m. on Monday to Friday.

5. The bidding document which has been prepared in the English language may be purchased by interested bidders at (b) upon payment of a non-refundable fee of Uganda shillings: Two hundred thousand only (UGX, 200,000). The method of payment will be:
   (i) Payment will be by bank advice form(s) to be collected from MEMD Cash Office, Room A113 on 1st Floor Amber House. A receipt will be issued upon payment.
   (ii) Payment will be made at Bank of Choice.
   (iii) Bidders should return a copy of the payment slip to cash office for a General Receipt.
   (iv) On presentation of a General Receipt together with an application letter on an official company letter head to the PDU in room C109 on First Floor Amber House, bidders will be issued a bid document. The document can be obtained by the bidder's representatives.

6. Bids must be delivered to the address below at (c) at or before 11:00 a.m. (Local time) on July 17th, 2026. All bids must be accompanied by a Bid Security of:
   Lot 1 – Uganda shillings; Seventy Million (UGX: 70,000,000)
   Lot 2 – Uganda shillings; Eighty million (UGX: 80,000,000)
   The Bid Security must be valid for One Hundred Seventy-Eight (178) working days i.e. until (30th), March 2027. Electronic bidding will not be permitted. Late bids shall be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend at the address below at (d) at 11:00 a.m. (Local time) on 17th July, 2026.

7. There shall be a pre-bid meeting/site visit at Ministry of Energy, Amber House, First Floor C109 at 11:00 a.m. (Local time) on the dates indicated in the proposed schedule in this notice.
