World Vision Uganda (WVU) is a Christian relief, development and advocacy non-government organisation dedicated to working with children, families and communities to overcome poverty and injustice. We currently work in 43 districts and have 48 Area Programmes implementing projects in health & nutrition, water, sanitation & hygiene (WASH), livelihoods & resilience, education and child protection. World Vision (WV) is committed to the protection of children and adult beneficiaries from exploitation and abuse and will not employ people whose background is not suitable for working with these beneficiaries. Due to expansion in scope of our programmes, we are now seeking for a qualified and passionate individual willing to share in our vision and join the team in the following role.

Position: Consortium SUPREME Programme Manager
Report to: Response Director
Location: Arua

Purpose of the position:
The SUPREME Consortium Programme Manager will lead a consortium of four organisations (World Vision, ZOA, RICE-West Nile and SNV) in the implementation of a 4-year livelihoods grant under the EU Trust Fund’s Security, Protection and Economic Empowerment (SUPREME) programme in the West Nile sub-region of Uganda. The post is based in World Vision’s Arua office with frequent travel to the target settlements and host communities in Arua, Madi Okollo, Obongi and Moyo, as well as regular travel to Kampala. The purpose of the role will be to represent and position the consortium towards external stakeholders ensuring the mission, vision and interests of the consortium and its members are protected; To facilitate coordination and communication among consortium partners and ensure the consortium partnership operates in an effective manner; To ensure the project is implemented in a timely and professional manner, according to objectives, goals and indicators, in line with donor requirements and based on beneficiary needs.

Key Outputs/Responsibilities.
Leadership and Programme Management


1. Project lead for the EUTF Supreme programme and monitors the progress of the programme to ensure that World Vision delivers the quality outcomes, outputs and services as formulated in the approved project proposal. Provide advice on changes and improvements where needed.
2. Provide effective leadership and management of the Programme Management Unit ensuring different functions of the PMU are working together in a coordinated manner to bring impact in programme implementation
3. Provide leadership, supervision, and oversight to improve the performance of all program activities, ensuring efficient and effective program implementation including the timely completion of high-quality work plans, accurate reports, and other mandated deliverables.
4. Work with the MEAL Coordinator and consortium partners in preparing project work-plans with clear objectives and achievable benchmarks, reflecting strategic long-term and short-term priorities.
5. Support MEAL Coordinator in developing tools for, and delivering, effective tracking of implementation progress across the whole consortium.
6. Ensure a robust Monitoring, Evaluation and accountability system is implemented across the consortium and is aligned to the Inter-agency feedback mechanism (FRRM)
7. Maintain clear, regular and effective lines of communication with relevant GoU stakeholders, donor, Support Offices and consortium partners.
8. Regularly review the program strategy to ensure relevance and enhance program impact by suggesting appropriate alternative strategies and changes to the technical working groups.
9. Ensure all programme-based needs and requirements are shared with support services in a timely manner for ensuring effective and coordinated implementation.
10. Provide excellent standards in the management of the human, financial and technical resources of the organization, which includes inspiring and maintaining high standards of work and clear accountability to stakeholders.
11. Establish a consultative and participative management environment that engages and develops World Vision project teams, combining National office and global office staff, to deliver on donor obligations hence meeting program commitment priorities.
12. In consultation with the Refugee Response Director identify opportunities to complement services under the program through identifying, leveraging and creating linkages with other projects where appropriate.
13. Ensure timely delivery of quality quarterly and annual reporting to support offices (WVUK & WVAUT) and EU Trust Fund highlighting implementation status, challenges and key plans for the following months in an acceptable format or a format agreed/provided by the parties.
14. Maintain a close liaison on programmatic issues with World Vision UK and the EU Delegation in Uganda beyond contractual reporting requirements.
15. Effective engagement with the Steering Committee to ensure that the programme receives relevant and timely support from partner organisations

Financial & Operational Compliance
1. Ensure program quality adherence, contractual compliance and timely reporting.
2. In collaboration with the Finance Manager, ensure responsibility for programme expenditure, financial accountability and planning requirements, and provide a high level of support to program processes and procedures. Monitor the overall financial integrity of programme funds through grant management, monitoring and evaluation.
3. Provide capacity building to program staff to strengthen the organizational practices that result in successful financial and operational audit scores and take lead in the implementation of audit recommendations as per the findings.

Representation and Communication
1. Develop and maintain close relationships with World Vision UK, the EU Trust Fund, consortium partners, the Office of the Prime Minister (OPM) and other relevant stakeholders.
2. Ensure that World Vision programmes and partnerships are actively represented in coordination structures. Share progress and update on programme activities within the partnership and relevant donors.
3. Ensure that branding and other communication activities as agreed with donor in the project agreement document are adhered to.
4. Facilitate documentation of stories and media materials with children interest related to World Vision policies and liaise with concerned units for broader coverage (digital and printed, media).

Contribute to Knowledge Management and Innovation
1. Contribute to the development and introduction of innovation to ensure World Vision is continually incorporating best practice approaches in operations.
2. Contribute to the dissemination and sharing of best practices and lessons learned for corporate development planning and knowledge building.
3. Ensure effective engagement and collaboration with other EUD funded programmes in the West Nile to support learning in SUPREME as well as to amplify impact from the EUD resources

Child Protection, gender and Disability inclusion
1. Ensure gender, protection and disability inclusion across the consortium
2. Liaise with WVU experts in this area to provide proficient advice on gender, protection and disability inclusion to relevant consortium partner leads.
3. Will be the focal person in the consortium for issues of inclusion of vulnerable population groups among project participants

Qualifications: Education/Knowledge/Technical Skills and Experience.
1. Bachelor’s degree in a relevant field or equitable work experience (Social sciences, agriculture, horticulture, finance) Master’s degree is an added advantage.
2. At least 5 years proven experience with project management, and team coaching, and managerial capacity in women leadership, Economic Development and Livelihood and programme development/implementation
3. Strong communication, inter-personal, facilitation and diplomatic skills, including the professional credibility to provide coordination and sometimes guidance to member organisations.
4. Experience in organizational representation at national or international levels
5. Experience of managing systems and tools to oversee complex programme portfolios across different sectors and locations as well as within the consortium.
6. Experience in working with international, national and local actors and capacity building of national and local organizations on private sector development
7. Familiarity with EU grant compliance requirements
8. Familiarity with socio-economic landscape of Uganda is preferred
9. Previous experience managing a portfolio of programs in developing countries
10. Experience of managing or leading a team of professional staff and a range of stakeholders in a high value donor funded consortium project of at least EUR 10 million.
11. Excellent interpersonal, co-ordination and negotiation skills, and the ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
12. Strong commitment to integrity, professionalism, creativity and innovation, learning, accountability, planning and organization, results orientation, teamwork and technological solutions.
13. Good understanding of start-up and close-out of projects
14. Excellent writing, reviewing and editing skills, and an ability to similarly coach team members proposal development
15. Demonstrable experience of driving advocacy, communications, and fundraising approaches.
16. Proven experience of representing externally to key stakeholders, maintaining donor relations.
17. Ability to live and work under pressure in a rapidly changing and sometimes insecure environment
18. Team player with excellent communication and strong participatory leadership skills
19. Self-motivator, able to work with limited supervision;
20. Effective in written and verbal communication in English.
21. Ability to communicate in applicable local language(s) is an added advantage
22. Spiritual maturity, interfaith knowledge and a biblical worldview – ability to articulate and model our Christian identity and mission in an inclusive way.
23. Ensure a gender perspective in the scope of work and passion for children.

Work Environment:
:Field -based within the Refugee Settlement.
The position requires ability and willingness to travel within the region up to 20% of the time
