JOB DETAILS:
General Summary
• The Senior TB Policy Advisor will enhance leadership and technical capacity of the TB program at national and sub-national levels to effectively guide and manage the implementation of TB control activities. Supervise and provide strategic guidance to all health systems strengthening, leadership and policy issues. He/she will also support operational research at NTLP, the NTLP, Regional Supervisors and implementing Partners to strengthen health systems and policies at both national and subnational levels.
• As the Deputy Project Director, he/she will deputize the Project Director and take on the PD roles in his/her absence.

Key Responsibilities
Technical Support to NTLP and Regional Supervisors & IPs
1. Provide support NTLP’s leadership mandate including at Regional level regarding Quality improvement, TB Case finding, TB/HIV, PPM DOTS, Data analysis, communication and operational research.
2. Support NTLP to implement the NSP through the development of annual, quarterly work plans that would be integrated into the NTLP plans. The work plan should be adhered to with measurable results of the NTLP plans and district action plans.
3. Strengthen Quality Improvement and Learning across the levels of implementation through equipping the national, subnational levels with knowledge and skills for supporting the application of QI science to address the quality gaps identified along the continuum of TB control interventions.
4. Work with USTP and support NTLP in the engagement with private health providers to the implement PPM activities.
5. Plan and provide support to facilitate National Coordination Committee quarterly meetings
6. Support communication, advocacy, and TB resource mobilization activities at NTLP through Identifying a strategic TB champion and conducting advocacy workshop with the Parliamentary TB caucus in collaboration with the Public Policy Coordinator
7. Plan and execute high-level technical support to Implementing Partners in the different Regions to implement priority activities.
8. Ensure the partners are capacity built in TB and implement TB activities jointly including quality improvement approaches.

Health Systems and Policy
9. Work with national level Partners including USAID, CDC, Global Fund, WHO, MOH, USG TB/HIV IPs, CSOs, to support the NTLP to design, develop or update policies, guidelines and ensure these guidelines are printed and disseminated to lower levels
10. Ensure cross-cutting themes like communication, Laboratory, supplies, childhood TB, MDR TB and knowledge management are well integrated in national level activities in collaboration with the Senior Technical Advisor

Operational Research
11. Work with IDI to implement the research agenda together with the TB advisory group at NTLP.
12. Support NTLP to conduct operational research, write abstracts and Research Papers. Ensure the Ethical approvals and standards are followed.

Monitoring Evaluation and Learning
13. Work with M&E Learning team to monitor LPHS TB Activity Uganda targets, NTLP performance using the AMELP including the submission of quality and accurate MEL reports.

Administration
14. Supervise financial and administrative requests of the technical team based at NTLP.
15. Review and approve activities and expenditures as will be determined by the PD or Senior Management team.
16. The Deputy PD/ Senior TB Policy Advisor will perform any other duties as assigned by the supervisor.

Person Specification
1. A Bachelor’s Degree in a health-related field, e.g., medicine, human nutrition, or nursing, and a Master’s Degree in a Health-related field preferably Public Health.
2. At least ten years’ work experience within a government institution/NGO with proven ability to coordinate activities of different stakeholders at a national level.
3. Excellent grasp of TB, TB/HIV, MDR-TB and Quality Improvement methodologies.
