Job Description
The Uganda Ministry of Education and Sports (MOES) re-opened schools in January 2022 after 2 years of closure following the outbreak of the COVID-19 pandemic which impacted learning in mul-titude of ways. Accordingly, MOES has provided a set of guidelines including the COVID 19 Re-sponse, Safe school re-opening, and school surveillance to minimize the spread of C19 in education institutions. These guidelines stipulate SOP and provisions to enable all children return to school, remain enrolled, catch up, and successfully progress to consequent grades

In the refugee and host communities, challenges to quality teaching and learning are still enormous owing overwhelmingly crowded classrooms, over stretched teachers trying to manage and handle the large classes, limited access to essential teaching and learning resources among other factors. In addition, many children had limited access to home learning during the closure of schools and many others just started school and thus learners are at different academic attainment levels.

To address some of these challenges, MoES organized and conducted training for all teachers and school administrators the SOP and guidelines for safe learning in preparation for the reopening of schools. It also developed and distributed Abridged curriculum for primary to enable learners cope and catch up with missed period and content for different classes. However, more intensive, and extensive professional, training and follow up support is still essential to strengthen the capacity for primary and pre-primary teachers, school managers and education leaders to adhere to SOP for safe learning, manage large class sizes and multiple cohorts of learners especially at entry level classes, re-engage children out of school, activate School/Centre Management Committees and make teaching and learning adaptations to deliver the abridged program and desired catch-up pro-grams.

In tandem with its mission, the PlayMatters consortium works with the relevant departments in the Ministry of Education, humanitarian system clusters, technical working groups and other edu-cation service providers with the aims to increase opportunities for learning through play to enable children acquire a breadth of skills they need to thrive in the present and future, joyfully engage in learning, have reduced stress, and grow stronger bonds with peers and key adults that surround children (parents, educators, community members). This is attained through a) strengthening skills to integrate LtP in interactions with children; b) increasing access to simple -to-adopt LtP resources and c) enhancing motivation to engage in learning through play

Scope of Work:
The consultant is expected to provide technical support to MOES especially the departments of Basic Education and the Teacher Education, Training and Development (TETD) towards capacity strengthening interventions for tutors, primary and pre-primary teachers, school managers and administrators to enact MOES guidelines on safe learning. The consultant will serve as a resource for professional, technical and policy guidance for employing the Learning through Play (LtP) ap-proach to improve large class management, strengthen quality of teaching and learning in delivery of the abridged curriculum, aid teaching at the right level, provide conducive learning environment and enhance school based psychosocial supports. The outputs of this assignment will also inform the foundations and preparation for piloting the training modules and guidelines for delivery of LtP Starter Packs being developed for use by teachers, community leaders and parents

The consultant will work with technical staff from Ministry of Education and Sport, Play Matters Consortium, tutors from selected PTCs, and education officials designated from the district to apply the learning through pedagogy in support of the effective interpretation and implementation of the abridged curriculum, C19 SOP, and safe school learning guidelines in primary and pre-primary. S/he will specifically:
• Facilitate strategic and technical sessions with TETD and BED de-partments and joint planning with potential stakeholders in the participating colleges and DLG - 4 days
• Conduct an inventory and review the existing MOES training Modules on Safe Learning, abridged curriculum, SOP and CMC training guidelines to propose relevant supplements based on LtP principles - 6 days
• Develop and deliver professional development sessions to sup-port tutors and trainers of teachers and school managers on the implementation, sequencing, teaching, and learning modifications among others of the abridged curriculum, CMC training guidelines and LtP resources - 12 days
• Serve as a resource during the training, supervision and monitor-ing tutors, teachers, and school managers on the uptake of the Learning through Play activities in targeted primary schools and ECD centers. - 12 days
• Provide advisory, hands on training and coaching support to tar-geted PTCs and DLG on the appropriate resources needed for good quality practical training and support for integrating Learning through Play in delivery of teaching and learning - 10 days
• Share information, lessons, and recommendations to inform LtP piloting activities and improvements in quality and usability of the LtP resources as deemed necessary - 6 days

Deliverables:
• Report stipulating agreed roadmap and action plan for the assignment
• Situation analysis report with stipulations of gaps, opportunities, and highlights of user needs /support
• Review report and brief guides/technical notes for trainers on.
• Interpretation of the abridged curriculum
• Use of LtP methodology in management of large classes
• Teaching at the Right Level.
• Progress report on teacher training at college level highlighting the process, achievements, and recommendations for improvement for the delivery of abridged curriculum.
• Summary report on the review and refinement of the CMC training manual to incorporate LtP and other topical issues.
• Overall report with key lessons and recommendations for strengthening support for tu-tors, teachers, and managers

Qualifications
• At least 10 years of Education and/or experience in teacher professional development and management initiatives
• Experience working with the Uganda education sector,
• General knowledge and experience of policy and curricular for pre-primary and primary school in Uganda
• Experience of INGO working on large scale projects and especially humanitarian program-ming
• Demonstrated ability in coaching, interpersonal, and communication skills
• Ability to travel to various locations for up to 50% of the time
• Ability in working with a remote team, or /and independently.
