About Organisation:
The Uganda Institution of Professional Engineers (UIPE) is the Institution that brings together all Professional Engineers in Uganda. It was constituted to promote the general advancement of the science and practice of engineering in Uganda.
Job Summary:
Council invites applications from suitably qualified, experienced and self-driven Ugandan professionals for the position of Executive Secretary – the designated Team Leader of the UIPE Secretariat, responsible for day-to-day leadership of the Finance, Projects, Membership and Public Relations departments, implementation of Council policy, and delivery of the Institution’s strategic objectives, financial sustainability, membership growth and institutional visibility. Remuneration is competitive.
Key Duties and Responsibilities:
Strategic & Institutional Leadership
- Provide strategic leadership and ensure implementation of UIPE’S Constitution, strategic plan, and Council decisions.
- Provide overall oversight of financial management, budgeting, and sustainability.
- Serve as Secretary to Council and ensure compliance with the Constitution and statutory obligations.
- Facilitate Council meetings, timely reporting, and communication/PR strategies.
Research, Innovation & Capacity Building
- Spearhead research, innovation and development (R&ID), positioning UIPE as a thought leader in engineering solutions.
- Design, institutionalize and oversee training and capacity development programs to enhance technical competencies and digital literacy across all membership cadres.
Advocacy & Strategic Partnerships
- Drive high-impact advocacy; establish UIPE as the premier advisory anchor on engineering standards, national policies, and codes of practice.
- Foster, negotiate and operationalize strategic collaborations with local and international engineering bodies and industry.
- Operationalize existing and new MoUs into actionable projects, commercial opportunities, and member benefits.
Membership Growth & Performance
- Enhance Membership Value Propositions (MVPS) to strengthen recruitment, retention, engagement and satisfaction; analyse quarterly surveys,
- Sustain membership growth of 220% p.a.; deliver 85% satisfaction and 80% engagement scores.
- Oversee project planning, budgeting, implementation and reporting: present performance reports to Council against the Strategic Plan and KPIs.
Qualifications, Skills and Experience:
- Master’s degree in Business Administration, Engineering, Management, Public Administration, or a related field from an accredited institution.
- Membership with a professional body equivalent to UIPE; qualifying UIPE members in good standing hold an advantage.
- Minimum 10 years’ relevant experience, incl. 25 years in senior management; proven experience with Boards/Councils.
- Demonstrated strategic planning, change management and organizational leadership across Finance, Projects, Membership and PR functions; resource mobilization experience is an added advantage.
- Ability to lead strategic planning processes and evaluate implementation against goals.
- Excellent communication, negotiation, interpersonal, and report-writing skills.
- High integrity, professionalism, accountability, and commitment to good governance.
- Ability to multitask and work effectively in a fast-paced environment.
