Job Summary

The Finance Manager is responsible for overseeing the company’s financial management, accounting, reporting, budgeting, and internal control functions. The role ensures the integrity, accuracy, and timeliness of financial information, compliance with applicable accounting standards and regulatory requirements, and effective financial planning to support the Bank’s mandate and strategic objectives.

Key Duties and Responsibilities

Financial Management and Oversight

  • Oversee day-to-day finance and accounting operations of the Bank.
  • Review and approve accounting entries, reconciliations, and financial schedules prepared by the finance team.
  • Ensure accurate and timely preparation of monthly, quarterly, and annual financial statements in accordance with IFRS and applicable regulations.

Financial Reporting and Analysis

  • Prepare and present financial reports to Senior Management, the Board, and relevant oversight bodies.
  • Analyze financial performance and provide insights and recommendations to support management decision-making.
  • Monitor key financial ratios, trends, and indicators relevant to a development finance institution

Budgeting, Forecasting, and Cash Flow Management

  • Lead the preparation, consolidation, and monitoring of annual budgets and forecasts.
  • Monitor budget performance and recommend corrective actions where necessary.
  • Oversee cash flow management to ensure adequate liquidity for operations and lending activities.

Internal Controls, Compliance, and Risk Management

  • Establish, maintain, and strengthen financial controls, policies, and procedures.
  • Ensure compliance with IFRS, tax laws, statutory requirements, and regulatory guidelines.
  • Identify financial risks and implement appropriate mitigation measures.

Audit and Regulatory Liaison

  • Lead internal and external audit processes and serve as the primary liaison with auditors.
  • Review audit findings and ensure timely implementation of audit recommendations.
  • Coordinate regulatory reporting and respond to queries from regulators and oversight institutions.

Leadership and Team Management

  • Supervise, mentor, and develop finance staff to ensure high performance and professional growth.
  • Allocate tasks, set performance objectives, and conduct staff performance evaluations.
  • Promote a culture of integrity, accountability, and continuous improvement within the Finance Department.

Strategic and Advisory Role

  • Provide financial advice and guidance to Management on strategic initiatives, projects, and investments.
  • Support the development and implementation of the Bank’s strategic and operational plans.
  • Contribute to policy development and institutional strengthening initiatives.

Academic and Professional Qualifications

  • Bachelor’s degree in accounting, Finance, or a related field.
  • Professional accounting qualification such as CPA or ACCA (mandatory).
  • Master’s degree in finance, Accounting, or Business Administration is an added advantage.

Experience

  • At least 7–10 years of relevant financial management experience, preferably within a financial institution, development finance institution, or regulated environment.
  • Proven experience in financial reporting, budgeting, and audit management.
  • Demonstrated experience in supervising and managing finance teams.

Skills and Competencies

  • Strong knowledge of IFRS, financial regulations, and internal control frameworks.
  • Excellent analytical, financial modelling, and problem-solving skills.
  • Proficiency in financial systems and Microsoft Office applications, especially Excel.
  • Strong leadership, communication, and stakeholder management skills.
  • High level of integrity, professionalism, and confidentiality.
  • Ability to work under pressure and meet tight deadlines.
