Job Summary;
The purpose of the role is to manage fixed assets and payroll procedures and processes.
Under the payroll component, the incumbent will be responsible for the preparation of the payroll and man power costs analysis and review which includes certifying the integrity of staff benefits payment systems, accurate computation and remittance of statutory deductions, pension contributions and staff advances administration and recovery.
In addition to the above the incumbent will be in charge of the Fixed Assets management, a role that requires one to identify, record, conduct asset valuation, account, and report and execute timely capitalization of projects as per the company’s minimum control standards.

Key Duties and Responsibilities
● Accountable for ensuring the health and safety of oneself and colleagues by complying with the Company policies, procedures, guidelines, rules and regulations of Occupational Health and Safety at work.
● Certify the proper recognition and classification of fixed assets in the financial statements. Ensure that all fixed assets are capitalized in the fixed assets register upon completion, commissioning or once the assets are ready to use in accordance with the requirement in IAS 16 Property Plant Equipment and IFRS 16 Leases.
● Capitalize the different fixed assets expenditure according to the HARP and IAS classifications and assign the proper life and depreciation methods. Ensure depreciation schedules required for different purposes are maintained as detailed in the HARP manual,
● Monthly review and approval of the Construction in Progress accounts to ensure that only active projects are included (i.e. non-viable projects are written off and completed projects are capitalised to Property, Plant and Equipment once they are ready for use).
● Coordinate the physical fixed asset verification at the different sites as required by the HARP manual. Ensure the accuracy and completeness of the balances in the financial statements. Differences in floor to list and list to floor comparisons are identified. Material differences are investigated to identify the root cause and any adjustments needed are approved by the CFO then recorded.
● Maintain the fixed asset register to ensure the monthly depreciation for PPE and leased assets under IFRS 16 Leases is correctly booked and prepare the necessary reconciliations
● Carry out all reconciliations of custodian accounts before the 15th of the following month.
● Prepare property plant and equipment schedules for quarterly board reporting, tax computations and year-end Audit
● Monthly processing of the Hima Cement Payroll and approval by HR&O Director and Finance manager or Finance Director for reasonableness and data accuracy prior to processing.
● In liaison with the HR Function, deliver monthly payroll payments by the 25th of every month.
● Prepare the annual salary review reports as well as the bonus file for approval.
● Proper booking and reconciliation of expatriate invoices for payroll related costs from group companies and follow up on timely payment.
● Interpretation of employment contracts and other staff monetary compensation memoranda and ensure correct application on the payroll system.
● Perform payroll to GL reconciliations on a monthly basis for Staff costs as per the TB Vs the PAYE return.
● Reconciliation of all general ledger accounts related to payroll activities ie PAYE payable, NSSF payable, pension payable, salaries control and staff advances

Required Qualifications skills and attributes.
Educational Requirements
• Graduate of a Business related course i.e. BBA/BCOM. ACCA/CPA(U) will be of added advantage
• At least 4 years’ experience in a busy commercial environment/FMCG and with good exposure in other business processes.
• Good knowledge of income tax rules and other statutory requirements
• Strong knowledge of the accounting regulatory framework and standards is an added advantage.
• Good computer knowledge, especially in an ERP environment and reporting tools (Good knowledge in the FI module of SAP. Good knowledge of common spreadsheet applications desirable)
